In December 2019, Ming Zhang — a 32-year-old baccarat dealer at a Maryland casino — was sentenced to 18 months in federal prison after pleading guilty to one count of conspiracy to transport stolen funds following an investigation by the FBI Baltimore Field Office under Special Agent in Charge Jennifer C. Boone and prosecuted by U.S. Attorney Robert K. Hur's office for the District of Maryland. Zhang admitted that beginning in 2017 he coordinated with co-conspirators to rig baccarat outcomes across two separate Maryland casino properties, accumulating a combined loss of $1,046,560 to the casinos over the course of the scheme. On September 27, 2017, at Casino 1, Zhang notified co-conspirator A of his scheduled dealing shift, allowed the co-conspirator to photograph the unshuffled baccarat deck at the table, then set the cards aside without shuffling — preserving the photographed card order so the co-conspirators could place large, predetermined winning bets. Zhang received a cut of the proceeds, including $1,000 from an earlier incident at a second Maryland casino in the same year. Casino surveillance captured the deck-photography moment at the table; a post-incident audit confirmed the betting pattern matched the card order, delivering federal investigators documented proof of the conspiracy. U.S. District Judge Paul W. Grimm sentenced Zhang in Greenbelt and ordered full restitution of $1,046,560. FBI Supervisory Special Agent Bender noted at sentencing that a portion of casino revenue funds Maryland's education trust, meaning Zhang's scheme reached beyond the casino floor and into state education funding.
