On August 19, 2022, security guards at a Circle K convenience store near 111th Avenue and Grand Avenue in Youngtown, Arizona, witnessed something unusual: a man in a tactical vest placing another man in metal handcuffs. The man wearing the vest was not a police officer. He was a 22-year-old bail recovery agent named Anthony Michael Harper. Two days later, deputies from the Maricopa County Sheriff's Office located Mister Harper.
