Wapakoneta Police Department May 31, 2022 --- Lieutenant Shannon Place had noticed that the Interim Mayor, Stephen Henderson, had glassy and bloodshot eyes while he was at the police station. When Shannon attempted to speak with Henderson, he was already driving away on the golf cart.
