On a busy stretch of US Highway 41 in Port Charlotte, Florida, drivers witnessed a shocking site: a young toddler riding a small motorized four-wheeler along the highway's bike lane completely unsupervised. When Charlotte County Sheriff's Office deputies responded, the boy explained he was trying to ride to his grandmother’s house. Deputies escorted the child home, but no one answered the door. After contacting the child's grandmother, she arrived and woke up the mother, Cory Payne, who was asleep inside the house while the front door remained unlocked. Following an investigation into the living conditions and supervision history, Payne was arrested and charged with child neglect without great bodily harm.
