On Saturday, March 26, 2022, at 13:07 hours, dispatch reported a shoplifting incident at The Wine Guys. The suspect was described as a black male in a black sweater and black hat. While heading east on Montague Place, I was flagged down by bystanders who informed me that they had seen a black male running through the yard. Exiting my vehicle, I observed a black male, later identified as Marwan, wearing a blue T-shirt and dark blue jeans walking down the driveway. Marwan had a laceration on his left elbow and cuts on his right knuckle. He seemed anxious and evasive when I attempted to make contact. After multiple attempts to communicate, Marwan turned around and walked toward me in a slightly aggressive manner, saying, "What happened?" I instructed him to stop and sit on the retaining wall. Additional units arrived. At this point, Marwan appeared agitated and refused to answer questions. Given the nature of the call and Marwan's demeanor, he was repeatedly advised to place his hands behind his back for officer safety. L.t Romito and I approached him, and Marwan tensed up, clenching both arms and hands, resisting arrest despite verbal commands. Sgt. Iberer arrived and assisted with the arrest. Officers were able to subdue Marwan after a brief struggle. Handcuffs were applied, and he was placed in the rear of Car 202 for transport. I checked the rear for stolen items but found nothing. However, I located a black sweater, black hat, and a green "Whole Foods" bag near the grass in the backyard, belonging to Marwan. Marwan was transported to Police headquarters in Car 202 without incident. The vehicle's rear was checked before and after arrival, and no contraband was found. Officer Chapman spoke with the victim who witnessed Marwan shoplifting from "Wine Guys". The victim reported that Marwan stole a case of White Claw hard seltzer valued at $20.00. Video footage confirmed the theft. After leaving the store, Marwan was followed through Maple Plaza, then west on Portland Place and north on Midland Avenue. At this point, Marwan realized he was being followed, chased the pursuer, tackled him to the ground, and kneed him in the face.
