Milwaukee police assigned an Internal Affairs detective to investigate an officer accused of abusing the department’s Flock license-plate camera system. There was just one problem. Prosecutors now allege Detective Tehrangi Chapman had already used that same system to conduct 20 unauthorized searches involving two people before he was assigned to investigate former Officer Josue Ayala’s alleged misuse. Court records reportedly show Milwaukee police did not discover either officer’s alleged conduct through routine auditing. In both cases, the victims came forward. Police Chief Jeffrey Norman continues to defend the technology, calling Flock a “tool” and saying the department takes misuse seriously. But if the audits are such a powerful safeguard, why did the victims have to expose both cases? An audit trail that nobody reviews until a victim complains is not prevention. It is a receipt. Chapman has been charged with misconduct in public office and misuse of a GPS device. These are allegations, and he is presumed innocent unless proven guilty in court. 📄 Story tips, resources & support 👉 https://www.thinblueliesmedia.com Submit police accountability tips, bodycam footage, public records, court documents, and local story leads. 👕 Thin Blue Lies merch: https://www.youtube.com/@thinblueliesmedia/store Sources TMJ4 News: https://www.tmj4.com/about-us/lighthouse/milwaukee-police-chief-defends-flock-cameras-after-2nd-officer-charged-with-misuse WISN 12 News: https://www.wisn.com/article/milwaukee-detective-charged-after-investigation-into-flock-system-misuse/71873510 Wisconsin Public Radio: https://www.wpr.org/news/member-milwaukee-police-department-misuse-of-license-plate-reader-system #FlockCameras #PoliceAccountability #MilwaukeePolice #Surveillance #ThinBlueLies
