"Officer Bowers 1552 and I, officer Clark 1544, were assigned to patrol car 18. While on routine patrol, officers observed Alexa Davidson leaving 2192 Mila CT, which is a known drug house. Officers observed Alexa walk eastbound on Louisiana Ave, from Mila CT, and cross the street without using a crosswalk. Alexa continued walking and went southbound on 26th Ave. As officers approached Alexa, officers observed Alexa walking westbound in the middle of the street on Florida Ave. Officers stopped Alexa in front of 1218 Florida Ave for jay walking. As officers were obtaining Alexa's personal information, she stated to officers that she is pregnant, and that she needed to use the restroom. Alexa's personal information came back to her having an active WOF out of Summit County for aggravated possession. Alexa stated multiple times to officers that she was about to pee herself. Officers gave Alexa permission to use the restroom in the side yard of 1228 Florida Ave before placing her into handcuffs. Alexa pretended to use the restroom and attempted to flee officers by running southbound in the side yard of 1228 Florida Ave. Officer Bowers caught Alexa in the empty lot behind 1228 Florida Ave and attempted to place her into handcuffs. Officer Bowers grabbed both of Alexa's arms, at which time, Alexa tensed up and attempted to pull her arms away from Officer Bowers. Officer Bowers felt Alexa resisting and gave her multiple verbal commands to stop pulling away. Alexa ignored officer Bowers verbal commands, at which time, Officer Bowers performed a leg sweep in attempt to take Alexa to the ground. Alexa landed on her side when she fell to the ground and was apprehended without further incident by Officer Bowers. Officers found a folded up piece of paper in Alexa's front chest pocket of her jacket. The folded up piece of paper contained a small amount of an unknown white powdery substance inside of it. Officers located two plastic straws containing white residue inside of Alexa's bookbag. Under Miranda, Alexa stated the unknown white powdery substance was fentanyl and that she uses regularly. AFD med 6 was on scene. Alexa was cleared by Med 6 on scene. SGT Woodin was on scene and interviewed Alexa about the use of force. Due to Alexa being pregnant, officers issued her a summons for her criminal offenses and a citation for jay walking. BWC available."
