On December 7th, 2024, deputies from Flagler County responded to a disturbance at a residence in Palm Coast, Florida. During the investigation, a search warrant was obtained, and a search of the residence revealed multiple hazards, unsafe living conditions, and unsanitary circumstances. The property is owned by Amanda, who resides with and cares for four minor children. While securing the residence, Amanda revealed a firearm stored in the kitchen cabinet. Amanda also stated that the residence had been without running water for over two weeks, which she explained to neighbors and friends. A firearm was found in the living room, inside the family entertainment center, resting on top of DVDs. The firearm was in a ready-to-use state and was stored in an easily accessible location for young children. In the bedroom, various paraphernalia related to controlled substances were discovered, including lighters, baggies, and smoking pipes. In the garage, similar paraphernalia was found, along with additional items that raised concerns. A backpack near the garage door contained related paraphernalia. The living conditions at the residence were deemed inadequate, unsafe, and criminally negligent. The conditions observed included: - A firearm left in a common area accessible to children with no safety measures. - The residence had been without running water for at least two weeks. - The home was infested with roaches, fleas, and other insects, posing health risks. - Both children’s bedrooms had signs of insect infestations. - Paraphernalia was found throughout the residence, including in areas accessible to children, particularly in a teenager’s room. - Prescription medications were found in the open and accessible to children. - Both toilets in the bathrooms were non-functional, filled with waste. - The master bathroom was cluttered with items, restricting access to the toilet and shower. - The shower and vanity areas were unsanitary and non-functional. - Spoiled and contaminated food was found throughout the home, including in the refrigerators, bedrooms, and common areas. - A strong foul odor permeated the entire home, noticeable even from outside. During the investigation, Amanda left to use public restrooms at a nearby park due to the non-functional bathrooms at the residence, explaining that the family often uses public restrooms. Additionally, on December 6th, 2024, the local school district requested a welfare check on one of the children due to lack of school attendance since October 31st, 2024. Amanda informed deputies that the child was experiencing health issues. Multiple complaints had been filed with the Sheriff’s Office regarding the residence. After reviewing the conditions, it was clear that Amanda had failed to provide adequate care and safety for the children. The firearm, access to controlled substances, and unsanitary living conditions presented significant hazards to the children’s well-being. Amanda's neglect placed the children in a dangerous environment. On December 8th, 2024, Amanda was arrested and charged with four counts of Felony Child Abuse (Florida State Statute 827.03(2)(d)) for neglecting her children through culpable negligence, without causing great bodily harm, permanent disfigurement, or disability.
