Raymond Richard Hampton, 26, of the South Side, was wounded by police early Thursday morning after multiple attempts to talk him into putting his gun down and he fired at police, police said. He was rushed to OhioHealth Grant Medical Center in critical condition, but was later upgraded to stable condition and is expected to survive. Hampton has been charged with three counts of felonious assault involving police officers. In the body camera footage released by police, several officers arrived at Tee Jaye's Country Place, 1385 Parsons Ave., after police responded to an alert from the ShotSpotter gunshot detection system of gunfire there around 5:15 a.m., according to Deputy Chief Smith Weir. In the video, officers arrive at the restaurant and see the man behind a dumpster in the parking lot with a firearm. Over the course of three minutes, officers repeatedly urge the man to surrender and come out from behind the dumpster. Hampton can be heard shouting back at the officers, including expressing his concern that after he surrenders he will lose his gun. "I've been through a lot, and I can't help it," the man behind the dumpsters can be heard saying. A police officer responded, "Let us help you." Around one minute and 45 seconds into the interaction on the footage, gunfire can be heard and officers state that Hampton is shooting at them. At about three minutes and 30 seconds into footage, an officer shouts, "It doesn't have to be this way." A split-second later another gunshot is heard and an officer in the frame of the video steps backward, stating he had been shot at. Then another officer fires, saying he struck Hampton. A supervisor urges caution approaching the suspect until it can be determined where the suspect's gun is at. Officers then move behind the dumpsters, find two weapons, and secure Hampton, who is suffering from a gunshot wound. Officers render medical aid and bring in medics. Officers are told to put up crime scene tape to preserve the scene. Weir said a rifle and a pistol were recovered from where Hampton had been allegedly firing from. He said officers were fired on at least once during the incident. Hampton was taken to OhioHealth Grant Medical Center, where he was initially in critical condition but later upgraded to stable condition. No officers were injured. Reports from police radio traffic and information provided to officers said Hampton may have made suicidal threats before firing at the officers. Neither Weir nor Jeff Simpson, president of the Fraternal Order of Police Capitol City Lodge #9, were able to confirm that information on Thursday. The Ohio Bureau of Criminal Investigations will handle the investigation into the officer-involved shooting as required under city of Columbus policy. BCI investigators were on the scene Thursday morning. A Facebook profile that appears to belong to Hampton states he is a 2015 graduate of Westland High School on the Far West Side. The account also contains shared images and advertisements for apparel that have statements in support of gun rights, the Second Amendment and the right to self-defense. A LinkedIn profile that also appears to be associated with Hampton states he worked as a laborer and has served as a part-time volunteer at the Reeb Center, a social services facility on the South Side. Weir declined to comment on what Hampton may have been doing leading up to the incident. Simpson said Thursday it was not initially known if the man was firing his weapon at anything in particular before officers arrived on the scene. He said police would not attempt to use a stun gun on someone who is actively firing a weapon. "When you have someone with a firearm, we're going to do everything we can to keep the community safe," Simpson said. The officers who were involved were not identified by police during the Thursday evening press conference. They will be placed on administrative leave per Division of Police policy pending the BCI investigation.
