On May 21, 2026, a Montgomery County Sheriff's deputy pulled Elizabeth Kim over off I-45 in Shenandoah, Texas — for a turn signal violation and a dim light over her license plate. Bodycam shows him giving commands from behind her truck for nearly four minutes before approaching her window, calling her "sweetheart," and warning her she would go to jail. Eleven minutes into the stop, she was in handcuffs. She never got a ticket for the plate light. The deputy was right about one thing: Pennsylvania v. Mimms does let an officer order a driver out of a car during a lawful stop. But his own department's policy requires the "seven-step violator contact" — step one being to approach the driver and identify yourself by title and name. After the footage aired, KPRC 2 requested that policy. What the Sheriff's Office released was heavily redacted — with the section on minor violations blacked out. A former county prosecutor who reviewed the unredacted version said the deputy "clearly violated policy" and that the case "should be dismissed." Montgomery County filed 29 interference charges in 2017; in 2025 it filed 213, and more than 60% were dismissed. Kim has filed a formal Internal Affairs complaint. The Sheriff's Office says it cannot comment. Her case is still open. 0:00 "Not enough to go to jail" · 0:45 The stop begins · 2:20 What the policy requires · 2:47 "It is a lawful order" · 4:31 "Act like a grown woman" · 5:21 "I want a female officer" · 6:56 The line she repeats · 8:47 What the Sheriff's Office redacted · 9:16 A former prosecutor's verdict · 10:34 Where it stands Footage: Montgomery County Sheriff's Office body-worn camera, released under public records law and published by KPRC 2.
