Bodycam: Cocoa Beach police break a car window during a seat belt traffic stop after the passenger refuses to get out. What begins as a routine Florida traffic stop over a passenger seatbelt ends with officers surrounding the sedan, counting down, and punching out a rear window to pull the man onto the roadway. A Taser and OC pepper spray are deployed during the struggle. The driver is released without a single citation. The legal question underneath it: can police order a passenger out of a lawfully stopped car? Under Pennsylvania v. Mimms and Maryland v. Wilson, yes — and refusing that order becomes the offense on its own, no matter how minor the original violation was. That is why the man's repeated question, "what's my crime," had an answer he did not want. The driver told officers she believed the passenger was in crisis before the encounter escalated. He was taken for medical clearance and then transferred to the Brevard County jail. FOOTAGE: Cocoa Beach Police Department body-worn camera. Public record. LEGAL NOTICE: The charges described are allegations only. No verdict, plea, or sentence has been reported in this case. All persons are presumed innocent until proven guilty in a court of law. This video is presented for commentary, legal education, and analysis of publicly released law enforcement records. #bodycam #trafficstop #police
