Guerra was conducting marine patrol near the Channel 5 Bridge in Monroe County, Florida, when he observed a fisherman allegedly placing fish underneath a roadside tarp. During the resource inspection, the fisherman initially presented only a white grunt and one gray snapper. But when the deputy lifted the tarp, several additional fish were discovered. The complete inspection revealed seven gray snapper—two over the reported legal daily bag limit. The fisherman was issued a Notice to Appear for the alleged fishing violation.
