park it is in park okay Police Department can you turn the car off can you reach it Police Department police department on September 2nd 2024 at approximately 6:35 a.m. officers with the Pullman Police Department were dispatched to the scene of an unresponsive female sleeping behind the wheel of her car at the pulman Taco Bell located at 425 NE Stadium Way officers Abby sent Andre Jordan shellabarger and Kayla stalnaker arrived on scene and made contact with a female who was asleep behind the wheel of a 2015 Ford cmax in front of the drive-thru officer St Andre used the strobe feature on her flashlight while officer stal naker turned off the car did the sternum rub and administered a dose of narang just in case officer shellabarger told officer St Andre that he detected the odor of alcohol here let me check mman Police Department I'm going to get my yeah you grab that just in case home and Police Department pman police department hey pman Police Department all right nope not responsive at all oh There She Goes she's starting to move moving slightly now hey can you wake up can you wake up wake up for me pman please can you wake up for me here wake up this is you see like a wallet near you no wallet on my side yeah she's starting to wake up wake up she she was just moving a second ago let just H she by the way I have odor you what I have odor just in fly hey like the incense y woman Police Department wake up why don't we hit her with it just in case okay want do yeah I can do it I can't reach I oh well let dnal rubber if we can't can reach in there do you want to like a lot of incense so hey wake up morning morning morning the woman began to respond after officer stalnaker performed a sternum rub and First Responders arrived on scene a few minutes later the Medics asked her if she had been drinking and she nodded her head to indicate that she had consumed alcohol officer San Andre asked officer stanaker to obtain the surveillance footage from Taco Bell to prove that the woman did indeed drive there inated State the woman was eventually identified as 19-year-old Alexis so she seems like she's like hardcore asleep we can hear her breathing but she's like not waking up okay so Shear can just in case but out of your way do you have the keys on the hood okay good morning oh I see him good morning hey you wake up can you talk to us good morning she was drinking she I only got it when I tipped her head back but it was like there's a lot of incense so hard to tell the two part so she starts walking and talking I can't hear anything either I can't hear anything come on P so this is Alexa Alexa um Alexis Alexis right so Alexis was asleep uh she's sleeping pretty hard um she was able to answer a few questions for me okay said she's was here drinking last night okay um she's able to tell me her name okay uh I don't think she was breathing so hot when she had her neck down okay uh but she's starting to wake up uh she's had one thing of dark Camp from PD okay uh didn't really do much her pup are pretty wide right now Alexis I'm going to let Christian talk to you okay he's a paramedic on the fire on the ambulance okay all right keep keep talking to him stay awake for him okay he doesn't really want to go to the hospital but right now she's not answering all my questions she tell me how many quarters are in a dollar and we're in fman okay I Alex this it sounds like you were having some alcohol last night yeah okay um did you have any friends with you or anything or you by yourself well you're by yourself now but okay all right you know um my partner said you kind of know where you are do you know what town you're in right now okay do you know where you are in home okay all right um sounds good uh do you know what day it is um all right so we're you're you're able to make your own choices but the thing that I'm worried about is that um maybe because you fell asleep in the car and you weren't breathing super well you know they might want to have you evaluated at the hospital um I can't speak to what's going to H you know what what we where we move on from here if you don't go to the hospital so that I would recommend go and get checked out are you okay with going up to the hospital and get checked out okay so that just means that we're just going to going to the hospital put you put you on a cot and take you to the hospital and have you have you looked at have a doctor talk to you it's that okay okay all right are you able to get out of the car with or can I help you I can just your hey Jordan can you see can you go grab a pvt so then maybe before she goes your other shoe I put okay hang on to you make sure you don't fall [Applause] over never right there you what's her name Alexis Alexis yeah hey Alexis how much did you drink last night I no I went out with my sity sisters okay what what were you drinking uh selers seltzers how many do you think you had okay did you have anything else last night no okay so I know that they're going to take you to the hospital to make sure that you're okay but would you be willing to do a voluntary PBT so we can see where your alcohol is at right now is that okay all right the Medics believed that she needed to be evaluated at the hospital and they had her placed on a gurnie after she agreed to go around this time Alexis was asked how much she had to drink and she told officer St Andre that she had consumed four seltzers with her sorority sisters before going to the hospital Alexis was asked to submit to a PBT the results of the PBT indicated a BAC of 0.1 88% comma which was more than double the legal limit of 0.08% for drivers over 21 and over nine times the legal limit of 0.02% for driv is under 21 okay so you're at all zeros so take a big breath in and blow blow blow blow blow blow blow blow blow blow blow blow good it's thinking so give me a second 450 pbt1 188 okay do you know what the legal limit is 08 okay do you have a glove that I can take this off uh yeah yeah I just want to take this off of the thing yeah there it for any reason oh no are you okay if we park your car so it's not in the Drive-Thru okay I'll park it right where it'll be safe okay so she got here at between 5:20 and 520 said she got here at 520 and this car was okay did you get her information to that we care okay yes her after she came after she glued no oh okay too far away from her but she told me what she drank and about how much she drank and she's over the limit so I'm going park a car and it's fair idea nice um oh other than parking her car what I just I've never had to do it [Applause] where all right leex you're going to come with me my car is right out there and I'll kind of talk with you on the way there so I'm not sure I'm Sergeant Gordon um I kind of just got here um so explain yeah so technically you are under arrest right now we're going to take you down to the um our P police Hing facility we got a idea of all your rights okay you do have the right to remain silent anything you say against cour aw officer St Andre parked her vehicle in a safe location officer sty maker spoke with a Taco Bell employee and she was advised that Alexus arrived at approximately 520 indicating that Alexis had been been there for over 1 hour before the officers responded Alexis was transported to pulman Regional hospital for further evaluation and officer St Andre was able to speak with her after she was cleared by the medical staff at the hospital Alexis admitted to consuming four or five seltzers the previous night right attorney if you cannot afford an attorney one will be appointed for you without cost if you so desire you can exercise these rights at any time and have an turn any present before and during questioning you are being audio and video recorded and it's 88:18 now so we're going to drive in my car um I unless you think you need it I'm not going to put you in handcuffs um I do got to search it and make sure there's no Contraband on your person um do you have anything in in your pockets or anything like that I'm just going to check use the back of my hand to check your pockets there is there I show some sort of metal underneath your um is that just a piercing yeah okay gotcha I just see it looks bigger than I'm used to uh I'm going use the back of my hand to check your pockets real quick asked to submit to voluntary field sobriety exercises and she agreed to do so officer St Andre started with the horizontal gaze M Agnus hgm test during the hgm test officer St Andre observed lack of smooth Pursuit distinct and sustained nagus at maximum deviation and the onset of nagus prior to 45° she also observed vertical nagus the second field sobriety test was the walk and turn test during the walk and turn test Alexis failed to touch Heel To Toe on each step turned improperly and used her arms for balance the final field sobriety exercise was the one leg stand test during the one leg stand test Alexis put her foot down twice before the test was complet complete and failed to count aloud okay go ahead and step out one thing I need to do is make sure that you don't have anything in your mouth do you have anything in your mouth let open up way just sorry um just so for the next it's kind of a weird request but don't put anything or touch your mouth for the next 20 minutes or so is the implied consent warning for breath warning you are under arrest for RCW 46 6152 or RCW 46615 4 driving or being in actual physical control of a motor vehicle or under the influence of into toxicating Lor under or drugs further you're now being asked to submit to a test of your breath which consists of two separate samples of your breath taken independent to determine alcohol concentration one you are now advised that you have the right to refuse this breath test and that if you refuse a your driver's license permit or priv or drive will be revoked or denied by the Department of Licensing for at least one year and B you refusal to submit to this test may be used in a criminal trial two you are further advised that if you submit to this breath test and the test is administered your driver's license permit privileg to drive will be suspended revoked or denied by the department on licing for at least 90 days if you're a age 21 are over and the test indicates the alcohol concentration of your breath is 0.08 or more or you're in violation of RCW 4661 152 driving Under the Influence or RCW 4661 504 physical control of a vehicle Under the Influence or B under age 21 and the test indicates the alcohol concentration of your breath is 0.02 or more or you're in violation of RCW 4661 52 driving Under the Influence or RCW 46 6154 physical control with the influence three if your driver's license permit or privilege to drive is suspended revoked or denied you may be eligible to immediately apply for an ignition interlock driver's license four you have the right to additional tests administered by any qualified person of your own choosing for those not driving commercial motor vehicle time of arrest if your driver's license is suspended or revoked your commercial driver's license if any will be disqualified this section just says I have read or had read to me the above statements you're welcome to read through it too do you have any confusion about the impli consent line will you now submit to a breath test I know you nodded but that's a yes yeah okay some of these questions are kind of odd but it's just what's on the paper here do you have any physical impairments no do you limp no are you sick or injured no are you under the care of a doctor or dentist no are you diabetic or epileptic no do you take insulin no have you taken any medicines or drugs in the past 24 hours U so that's a prescription medication yeah what kind is that that's the only um pill yeah um do you know what the milligrams are the UH 60 milligrams and that's one pill nope it's a 20 milligram and a 40 milligram pill so two so0 mg and 140 mg when do you take those I take them at 1:00 every day in the afternoon yep okay and that's is that the last time you took it yep any cocaine nope marijuana no again some of these are weird on here uh do you have Vision or do you wear glasses were you wearing any when you were driving no do you work or are you a student uh I'm a student how many hours of sleep did you get last night uh over 12 a lot I love sleeping so gocha were you driving the vehicle I was is there anything mechanically wrong with the vehicle no have you been injured or involved in any collisions in the past 24 hours I don't think so okay since our officer stopped and talked with you have you had any alcohol to drink no uh do you street it's on but I know it's right next to Grand and that's the street that Aspen Heights is on and that's my apartment gotcha where did you start driving from um the Terrell parking garage you know what day of the week it is uh it is a Sunday you know what city you're in now pulman you have a date um the 1st September 1st have you been drinking alcoholic beverages yes what have you been drinking almost there and then I'll stop you um when it's good um from that portion then once we get that I will give you a copy of the results um I'll work on getting you out of here I may have to have you sit down there for a few minutes while I get some paperwork done um but we'll get you out of here um today or pretty quick here um the only other thing would be yeah I might have to take your a lot okay so something to think about as far if we talk about alcoholism or whatnot that's a that's a lot of booze to have in you especially at 800 in the morning so again think about where you want to be and and whatnot in your future but that's that's found a couple drinks at at night and having a good time that's that's a lot of booze um so this is your copy let me get some P tear down okay so this is the notice that the Department of Licensing intends to suspend revoke or deny your license permit or privilege to drive you have the right to request a formal hearing to contest the suspension or revocation of your driving privilege they going be conducted according to that chapter for issues covered at the hearing refer to that um this is saying that they're going to you've been your over legal limit and have been driving and they're going to suspend your driver's license any valid license your possession is only valid from 30 days from right now um date of this arrest or if it expires or something else happens um that way um you can check your stat driving status on this website here so you can have a hearing if you want to contest suspension you can go out and get um the breathalyzers in there and things of that nature if you want um but they are going to intend you they intend to suspend your driver's license don't be caught driving while you're or don't be driving period when your license is suspended because then we get second arrest for the same thing which is which is tonight um that does that make sense yeah okay so here is a copy of your I'm going to give this to you a copy of this to you with all your paperwork here um and hopefully if he has the fingerprints ready I can do your fingerprints and get you out the door here what the officer is going to do um is just collect some more evidence as far as like there' be video from Taco Bell or whatever driving there um what she's going to do is just refer the report to the prosecuting office and they should contact you um there so you don't have to go to court tomorrow you're going to be free to walk out of here the only thing that's hanging over your head right now is the the license suspension they're going to mail it to you your address here in Pullman um if you don't hear from them in a couple weeks and you want to call you can call the prosecutor's office and be like hey what's the what's the deal you can call down here and we can tell you about what we've done with the case so off going to take a few days to complete the case and then it will get sent over there does that make sense um so they won't know if you call tomorrow the prosecut office will like I don't I don't know what you're talking about um officer St Andre will will'll write this thing up and and get it over today with all the information questions right now okay the only thing I got to do is get your fingerprints and as soon as he gets in the computer but it's a holiday so we don't have our our normal uh people there so it may take us another minute minute here to get um get things going if you can't figure it out it's no we deal I'll just skip it but if you think you got it then I'll do it what okay arrived at the hospital to take custody of Alexis he informed Alexis that she was under arrest and he transported her back to the Pullman Police Department for further processing once they were a police HQ Sergeant Gordon read Alexis for Miranda rights as well as the implied consent warning and she agreed to submit breath samples for testing after the breathalyzer was administered her Alco test results indicated a BAC of 0.14 1% low IR result after sergeant Gordon was finished with the breathalyzer he attempted to fingerprint her but their system was not functioning Alexis was cited for driving Under the Influence RCW 46.6 1502 and released pending her court appearance appearance isn't anything crazy it's not like there's a trial that day they just they kind of tell you hey this is the this is a case against you um and this is our next date um so it's not you need to show up with Army of Warriors or anything like that nothing supposed to be a surprise um there um yep make sure you follow whatever they whatever they needed at the the hospital I think it sounds like you might have been low on oxygen or something like that probably probably from sleeping funny is what I'm guessing um but well I mean I wasn't sleeping very good last night yeah so they probably the well I don't want to I'm not a medical professional so I can't ch other than that if you push through that door you'll be in our lobby and um I think your friend was here to pick you up good luck to you thank you y take care hold on he didn't push the button yet yet
