They made contact with the driver of a black 2021 Jeep who was later identified as 20-year-old delayed Axoy. The owner informed the officers that he had given Louise permission to drive his vehicle, but Deita did not have permission to drive his vehicle. While the officers did not detect the odor of alcohol, she still appeared to be impaired. >> Right there's fine. As long as you have a license, >> you'll be good to go. I don't think I don't think anybody really has complaints. I'm just going to see if there's a valid license and that's it. I don't think >> no complaints. >> What were you saying? And you can arrest the >> any weapons in the car. >> No matter if I'm wrong, >> I'm just asking. >> Just for our safety, just so we can know. I >> mean, I don't I don't want to pose you as a threat, so I'm just asking. Yeah, 1721 Kennedy Boulevard. 172. >> How did you turn on the car without the key? >> I have We have the key. It's just the fact that my friends, we left at the store. My friend was at the store. There was somebody behind me that was like yoning hanging like yoning the horn. to move like we need to move SUV. So I just like started driving up and as I started driving up I lost Are you hearing me? >> I'm in North coming here from Sabok about 20 minutes. Does he know her? Well, he knows her, but he said that Wait, what's her friend's name? Louis. So apparently Louis has the keys to to the Jeep and I don't know if they got into a a fight but I don't know if she she's allowed to be in the jeep because apparently he gave the keys to the guy Louis. >> So I don't know what happened between her and Louis if they got into a fight but she just took >> what's her name? Why you spoke to this guy? Louis >> I don't know what what happened but apparently she she is it how do you say it >> frustrated? He said I don't know why she wasn't driving it. >> Are you supposed to be in the car? >> Are you are you supposed to be in the car? Are you allowed to drive it? >> Yeah. >> And it was um >> so the the owner of the car gave you permission to drive the car? >> Yeah. He said that he had the guy Louis driver that handed the keys to to the guy Louis. >> The Yeah, the person that was actually really driving the car. You driving the car, but then like after him comes me and the guy who driving. >> But like but my thing is so when Louis stepped out of our car, you just jumped in it and just drove. >> No, it was just the fact that there was somebody behind that. >> There was somebody in the back like back of us honking the car honking on us because we were like cutting like half of the street >> and then the big car couldn't like go through. >> And what what street? What was that? Do you remember like the street? >> No. >> Was it over in Zaro? >> Zaro? No, it wasn't in Zaro, but he's literally in like >> Okay. So So can you get Louis here so he can give us the keys? >> He's coming, right? You said he's coming, right? No, the guy was coming. I don't know about Louis, >> but he doesn't. So So like if you move to move the car cuz the car behind you is blocking the street. How'd you end up here in the park area? H >> if you were moving the the Jeep cuz the car behind you couldn't get by. Um how how' you end up here? >> I mean I didn't steal the car. >> No. >> You got to confirm from the guy. >> Well, the guy's upset. I don't >> I mean of course he's upset. >> He said he was driving while you're driving. >> No, I'm saying. >> All right. So, I'll just come downstairs. >> What? >> Why not? >> Okay. If you can get here with the keys, I'll make it easier. >> You don't I don't know what block street she was at, but the the guy was chasing her to the park. So, I don't know how she ended up here. >> Like, do you remember like which area you were at? Like if it was like uptown area? >> It was like 61. >> 61st. >> Yeah. So you moved the car from safety first. You ended up here. >> Yeah. >> Okay. >> Hello. >> Can you hear? >> So she went to move a car that truck end up here. >> But she was just parked here. No, she was driving through a [Applause] driving. >> Oh, but why is that? >> So then sudden she stopped here to get gas and got caught this like yo, I'm behind the black jeep. She she was doing like right driving. So then that's when we pulled up and as I'm talking to her actually on the thing. >> Yes. >> So I'm like let me get the keys. I don't have the keys. >> So the said that he gave the guy the guy I don't want to talk about not her literally not right now. >> So like we're trying to figure out she she took the keys to the car without you know. >> Well I don't want to talk about this right now. You're really peer pressure. But the name is is this guy. >> Should they contact the on his way in? He's saying that he doesn't know why she was driving it. >> But I'm saying he he said that he needs >> and she she saying she was on 61st Street and she when he went to I pass her. That's on 61st Street. charges here. >> I don't understand complaints. >> Darl, he um doesn't know. He's he's on his way here. He goes, "I don't know who she is. I don't know why she's driving it." She's saying that her car was still parked on 61st Street and a truck was trying to go behind her and Lewis wasn't here. So, she jumped out of the passenger seat into the driver to to move it. I go, "How'd you end up here?" And she's getting like all like aggravated. >> You spoke to the >> I spoke to the RO of her car. He said he doesn't know what she's doing driving. He's on the way here. 20 minutes. >> We're not going to give you a phone. >> Call him back. Or after much call back. Ask him if he wants to sign complaints. >> I can answer. >> Yeah. >> This is the problem. Somebody called and said you're driving recklessly. You don't have the key fob or your license. So, now we just got to confirm that you're allowed to be driving the car, where the key fob is, and who's the owner of the car. That's it. Cuz right now, we still can't find the license on. >> I mean, but you still you still spoke to a person that has >> and is the owner of the car. >> We spoke with the owner of the car and he said he gave the car to somebody else. >> I mean, I was with the somebody else. >> I know, but we would need that somebody else here. >> All right. Well, I wouldn't have to go pick him up. for him to come here if that would work. >> Call the guy on the owner if he wants to talk on a phone. >> Can you call the the owner back, please? >> Huh? >> The phone she used. It was a phone that she said belonged to her friend. The owner said he gave the car to Louis. She was telling me she was driving around with her. >> Yeah, she's changing. >> Why don't we get this guy's phone number? >> Okay. Um >> What's the What's the owner phone number? >> 551 >> 551 Uh, >> trying to get her friend. Let's call this guy. >> Complaints. >> Well, we we spoke. He said that he gave the car to Louis, >> right? Does he have complaints? Does he want to That's what we need to know. Why would we wait 20 minutes for this guy to get here and have a problem? She was supposed to speak to the owner of the car. >> Call the owner of the car. >> Call my mother from what? >> Who am I talking to right now? >> Well, help me with what, bro? I don't want you. >> Okay. Um >> uh yeah, I'm trying to get I'm trying to get I'm getting over to to >> Have fun, bro. What the [ __ ] >> Come get his car. >> Okay. Where are you now? The the guy who owns this car. Could you give me a quick walk, please? I don't care if you like you guys do nothing else and know he's broken. >> Who's um who's Brock? >> That's the guy's name of the car. >> I thought his name was Eugene. >> Is Eugene the owner of this? I'm buy myself. >> Just got to stand by real quick. >> Are you get it for me then? >> As soon as this is all over, you can go grab a cigarette. >> But I didn't do nothing though. We're just trying to figure out what's going on. Hey, are you Did I arrest you? >> No, but you're not like if it's like a problem of me driving a car, do you do that to everybody that drives? >> The The only thing is most people who drive cars have licenses and have the keys to the car. >> Okay. But it's a push car, >> but they'll still have the key fob. Nobody leaves the key fob at home. All right, officer. >> But do you understand where I'm coming from, though? >> Yeah, I guess. station. >> Yeah. Yeah. Go ahead. >> Go ahead. But I'm speaking, but he's asking me question. No, I asked you a question. It came out of my mouth. He's talking to somebody else. It came out of my mouth asking you where Louis is. >> I don't know. He was somewhere around 67. >> Yeah. So she's not telling us where to get. >> I literally just said what he was like. >> The only issue is that you have no license. That's all about that car. >> Yeah, we we could roll it forward, but we obviously can't park it. You know, got the bit of damage to it. >> Um, but if you allow us, we're going to leave it here to the electric corner coming to it. Detective Brian Suarez started with the horizontal gaze nestagmas HGN test. During the HGN test, detective Suarez observed six six indicators of impairment as well as vertical gaze nestagmas. The second exercise was the walk and turn test. During the walk and turn test, delayed did not touch heel to toe on each step, turned improperly, and took and did not take the correct number of steps. The final exercise was the one leg stand test. During the one leg stand test, Delaya failed to raise her foot in the proper fashion and put her foot down before the test was complete. >> Just procedure, my dear. >> That's why we're here. >> That's kind of [ __ ] because I'm not under nothing and it's like this is natural anger and you guys are really like getting like my anger up. >> Okay. >> Okay. One, two, three. You're going to go to nine. When you get to nine, you're going to take a series of short steps and then take nine heel to toe steps back. So, one, two, three.
