No. >> Um I'm special agent Chris Corner. This special agent Pete Penny and this is my supervisor, Sergeant Russ. We're the state police. Um we work on the criminal investigation in we're not even part of this community down here. We're in a different office up in Hot Springs. Okay? We don't work with any of these folks and just want to let you know that whatever you tell us, we have no clue about all these other guys. Okay? So, when you tell us something, we'll have to investigate everything you tell us. Okay? Uh this is your point where you can actually make your statement, your story known that that is completely voluntary. Okay? And before I ask you to do anything other than just say yes or no, you don't have to tell me anything if you don't want to. I'm just going to read your rights real quick. All I want you to do is just verbally say yes or no. Okay? Do you understand? Yes, sir. Okay. All right. Um, today is October the 11th. The time now is 5:17 p.m. >> All right, sir. Uh, before we ask any questions, you must understand your rights. Do you understand you have the right to remain silent? >> Yes. >> Do you understand that anything you say can and will be used against you in court? >> Yes. >> Do you understand you have the right to talk to a lawyer for advice before we ask you any questions and have him with you during questioning? >> Yes. Do you understand that if you cannot afford a lawyer, one will be appointed for you before any questions if you wish at no cost to you? >> Yes. >> Do you understand that if you decide to answer questions now without a lawyer present, you will still have the right to stop answering at any time until you talk to a lawyer? >> Yes. >> All right. Now, knowing all these rights, it says, "I read my statement of rights, which is everything here, and I'm going to show you the form that all I did was record your responses that you verbally told me." Okay, Mr. V can't real quick. May I look? Is it all right if I get up and look at the back of your neck and and all that good stuff? >> Yes, sir. >> You don't have any injuries or anything like that, do you? >> That where you shot the back glass? >> Is it right here on the on the left lower side of your neck right here? >> Yes, sir. >> Okay. Is that where the glass? >> Okay. Would it be all right with you if we take a photo of that? >> Okay. He's going to grab it. Pete Penny's going to go back his time real quick so we can document that as well. All right, Mr. May, do you wish to make a statement for us or do you wish to have your lawyer present? >> Um, that is completely your right. I'm just kind of out of it. >> What do you mean when you say you're out of it? >> Past month, I ain't been right. Are you taking any medications or anything? What kind of medications are you taking if you don't mind me asking? >> Affection. >> Okay. And that is for >> uh schizophrenia. >> Okay. Have you been diagnosed by a doctor of schizophrenic? Okay. You again what I'm about to ask you, you do not have to answer. Do you take take any type of illegal drugs like marijuana or methamphetamine or anything like that? You're checking. Yes, you do. Marijuana and methamphetamine. Is there anything else? And you're shaking your head. No, that's all you tried illegally. That is >> You're not being charged with it. I'm just asking. >> Um, when was the last time you've used methamphetamine? >> Today. >> Today. By what time? >> I can't recall what time. >> Okay. Was it >> You didn't swallow any or anything like that? >> No. No. No. >> Okay. So, you didn't swallow any type of med. Okay. If you did, we need to get your medical attention right now. >> No. That's my main concern. >> Mr. Bamp, he's going to take a quick photo of the back of your neck real quick. I'm going to move out of the way. >> You can just stand up here on a long >> so we can take a picture of you there. >> Pictures of it. That's the only place that is injured. >> Just this. There's nothing else on your back. >> Okay. Okay. >> Just the space that way still. >> He's going to take an overall to show that it was yours. >> And then turn. Yeah. Hang on. Hang on. >> One more further back. >> All right. Turn around for me. >> Can I undo your arms like that? >> So they can see make sure there's no other injuries on you. Crank Camp. Are you under the influence of anything right now? >> No, not right now. >> Like your methamphetamine or anything? How do you do you do you smoke it? Do you inject it? >> Which one? >> Snort it. >> You snort it. So you just crush it up and snort it. All right. Well, I tell you what. If it's all right with you, >> I got a problem. >> Well, yeah, definitely. It sounds like um I tell you what we'll do. >> But can I ask you one thing? >> Absolutely. Ask me anything. Uh when he says that his whole reason for stopping me was cuz my tags were out of date, he never run my tags. I I I don't know. I haven't looked that far into it. Like I said, I have no I'm not even part of that division. So I don't >> He just knew it was my truck and he turned around to come pull me over. >> Okay. >> Because those tags don't even register to me. >> Okay. So he didn't I mean I've gotten three tickets from him for driving on suspended and I don't know it just it clicked in me and I said I just took off. >> Y'all were stopped. >> H >> y'all stopped. You stopped. >> Yeah. >> Okay. So you did stop in the initial. >> Yes. >> And then if you don't mind me asking what did you do after that? >> I don't remember. >> Okay. It just screaming. >> When you say you don't remember, you don't remember? >> I blacked out. >> Okay. And you don't know what happened after he stopped you? Do you know the location where he stopped you at? >> Uh, right outside. >> On which Do you know which highway? >> 26. >> Okay. Well, do you know what it was near? >> Just right after the Strawberry Road somewhere. >> Right after the Strawberry Road. >> Do you know which way you were traveling? Were you coming back home? >> I was going to work. >> Where do you work at? in Antoine. >> Do what do you do for there in Antoine? >> Mechanic >> for what shop? >> Uh my uncle's >> uh it's the only shop in Antoine. >> Okay. What's the name of it? >> Vancamps Auto Light truck. >> Vancamps Auto and >> and light truck. >> Oh, and light truck. Okay. Gotcha. What do you do for him there? >> Mechanic. >> Okay. You've been mechanic long. How long you been mechanicing? >> My whole life. >> Okay. How old are you? >> 29. >> 29. What's your birthday? When he pulled you over, did he did the trooper get out and talk to you? What it at the traffic stop before you blacked out? What did he say to you? He come up, ask for my license, and I gave him my insurance card and that was it. >> And that's about all you remember? Do you remember seeing his patrol car with the lights and stuff on behind you? Did he told you the reason why he pulled you over? >> He said is because my t my tags were expired. >> Okay. And that's when he asked you for the the driver's license. And what else? >> Registration. registration and what else did you say? Uh >> insurance. >> Insurance? Okay. And what did you give him? >> I give him my insurance card. >> Just your insurance. You didn't give him the registration of the driver's license. Okay. Did he say that he knew you? >> Mhm. >> Did he call you by name? Did you know who the trooper was that pulled? What's his name? >> Seth. >> Okay. Do you know his last name? >> Smely. >> Okay. You know what kind he is? Uh troop >> you know the number >> 12 is it >> 12 or >> in the rearview mirror it probably looks like 12 >> maybe. Okay. >> I mean I don't you know I can't say that for sure. >> Okay. No that's fine. All right. So you pulled you over. You're on 26. You were near the strawberry road or cutoff >> the strawberry road. >> Strawberry road. Okay. So, he pulled over, he come up, told you who he was, why he pulled you over. You gave him insurance, but you didn't have your your ID at the time. So, you you tell him your name, just your first and last name. >> He you told him his first and last name? >> No, I just he knew my name. >> Oh, so he knew you. So, you didn't tell him your name? Did he ask him what your date of birth was? >> No. >> Okay. Remember at any time when you were when you left, you said I know you said it was a blur. You went through some mud. Did you see lights and sirens behind you? >> Mhm. >> You do remember that? Okay. What was your thought, if you don't mind me asking? >> You just trying to get away or were you just mad at him or >> I don't know. >> Okay. >> I really I really don't. >> Okay. Are you taking it Well, you told me a little bit. Well, you said you're taking a fexer. What else do you take? That was it. >> When's the last time you taken your effect? >> Um, this morning, I think, but it's first time I took it in like 3 days. >> Okay. So, it's not You haven't been consistent with it then? >> No. Well, just the past week. >> What happens if you don't take it all the time? >> Nothing. >> I don't know. >> Have you ever been constantly on it? I mean, have you stayed on it? Does it help you? >> I've been on it. for three, four months. No, no, it's been longer than that. I went back for a three month checkup. It's about four or five. >> Who's your doctor that you see? >> Amberlin. >> Who? >> Amberlin. >> Amberlin. Is that your doctor? >> Yeah, in Cattle Valley. >> Okay. And she's what prescribed you the the effecter. Did you let her know that you do have a meth problem? >> Yeah, she knew. >> Okay. She did know. Okay. Did she tell you not to take the meth when you're taking the effecture? She didn't instruct that. >> Mhm. >> Okay. >> Yeah. >> But of course, sometimes when it's hard to stop, isn't it? Well, I mean, I was doing good until I lost my uh uh counselor uh cuz I was doing counseling at uh uh behavioral wealth and pro uh something in Ardia and if you know we do it on the phone now cuz all this co stuff, >> right? And I missed two phone calls because I was at work and I didn't have no service and I didn't get the call. So, >> Gotcha. >> They canceled me out. >> They just cancel you cuz they couldn't get a hold of you. >> Yeah, they cancel you after two mis calls. >> Man, that ain't no good. >> Yeah. >> Will they not retake your phone calls? Decided you call and talk to them? >> Well, they call on an anonymous number and you can't call them back. >> Oh, well, that stinks. Is there anything else that you can remember? Okay. Okay. All right. Well, Mr. Vancamp, I'm I'm going to end the interview. The time now is 5:32 p.m. Okay, sir. Trooper Smith, on Monday, October the 11th, were you on patrol in in Pike County? >> Yes. >> All right. Can you tell me uh from the time that uh you recognized the violation of the white Ford pickup of this subject, Mr. Vancamp, that we're speaking about, just kind of take me through that afternoon. >> Um I just I was coming back um westbound. I just finished up a motor vehicle accident. I worked in Clark County just east of Antoine. I was headed back westbound in between Antoine and Dot. And as I was coming into Dlight, Strawberry Road would be on my right. Observed Vancamp's vehicle pull out of Strawberry Road um eastbound onto 26, State Highway 26. And uh that's when I turned around on him. So that was at 1303 when I observed him. I turned around on him and initiated traffic stop after I ran his uh license plate, which returned to Sheila Gordon, who's the registered owner of the truck. and it showed to be expired in December of 2020. Initiated traffic stop at 1304 and u made contact with him and asked him for his driver's license. He he said he didn't have it on him. I've dealt with Mr. Vancamp several times as he's constantly been driving on suspended and uh anyway went back and qfed him and sure enough he was still suspended. had Pike County confirm it on the radio. Then uh once they confirmed it, I went ahead and notified Troop K dispatch to send me the next um on rotation record service to recover the vehicle. Um at that time I hadn't printed off his tickets yet. I haven't finalized them. So I walked up there um made contact with Mr. Vancamp, advised him to that he can step out of the vehicle. He asked why. I told him that I was towing it. Um asked him to step out of the vehicle again and he he cursed me at that time. Um started to display an attitude. Um I advised him to go ahead step out of the vehicle and I advised him again. I said, "Step out of the vehicle or I'm going to force you out." So when I had my hand on the door handle, um went to open the door. As soon as I tried to open the door, he accelerated forward. I let go of the handle and went running back to my patrol unit to get inside. Um, I can't very well say if I was completely inside my vehicle or if I was halfway. I know my door door open. You can tell per uh video audio. Um then vanamp started a um um accelerated in reverse and rammed my patrol unit and uh then I advised troop dispatch I' just been rammed and then he took off eastbound on state highway 26 and I advised troop dispatch that I was in pursuit. Um and the pursuit was on from there. We turned on a unknown dirt road. K1 Captain Casey came on and told me that, you know, that's the second or third time he's assaulted you, rammed your vehicle. You need to do what you need to do to get him stopped. Um, I got out of the vehicle as he's backing up. He had already rammed me. I was already out of the vehicle. And that's when I fired my duty weapon, my handgun. Um, apparently it was six times. At first, I thought it was three to four, but apparently after C counted the rounds, it was six rounds. the shot. Um after I fired a van cam didn't didn't seem to didn't appear to be struck. I advised Troop K dispatch of that. Was still pursuing him on the county road. Um once we the county road dumped on the Mil Creek Road and then Mil Creek on the um 26 east, we were eastbound on 26. Uh I couldn't get in a good position to pit because he was driving erratic. Um, we met I think two to three cars um that were westbound, but they were already pulled over cuz they could see my lights and siren, you know, see us coming. Um he finally slowed down when he got back to hair road and uh that's when I uh executed a pit maneuver to the best of my ability on his passenger right side causing him to turn into her row but then he punched it and drove up on a dirt hump where he his ve vehicle became disabled. Um soon as his vehicle was able came to final rest he exited the vehicle fled on foot towards the poor boy's towing where his family was outside uh his mother, dad and uh his wife was there which I forgot to say that his wife actually pulled up on the traffic stop um right before he took off >> initially. >> Initially. Okay. >> She pulled in front. on my video. You can see it's a gray Chevy or gray GMC with no tags. Um anyway, at this point, um Lena is his wife's name, L E N A. She, um got in between Joseph and I. I had my taser pulled out at this point and was advising her to step back. Um she was not. Um, and uh, Joseph was just yelling cursing at me and I was telling him to show his hands and uh, at one point he I think he kind of calmed down a little bit and I was he was able to put his hands behind his back. I was I placed one handcuff on his left hand and that's when he bucked up on me and turned away from me. So, I created distance from us and uh I think he I can't guarantee I think he was probably going to try to hit me, but uh mom his mom got in the way and was trying to calm him down. Um dad wasn't involved in it. Dad was just leaned up against the truck watching it all unfold. Um then about that time, that's when the Pike County Chief Deputy Wayne Eperly showed was first one on scene, followed by Jason McDonald, who's the investigator of Pike County. and uh then followed by um Chris Harper um Corporal Chris Harper with state police. So, and uh they were able to get him detained and uh I made sure troop gay dispatch cuz I could see that he had um blood coming from the posterior of his neck. Um made sure dispatch knew that guardian was in route and made sure that they were running hot to come check him out. Um they came checked him out, appeared to be fine. didn't show to have any entrance wings in him. Um so they cleared him and J um investigator Jason McDonald transported him to the pane jail for booking. >> Did Vancamp's wife say her name was Lena? >> Mhm. >> Did she say anything when when she first pulled up on the scene? >> No, not to not to me. She was just exiting exiting her vehicle walking back towards us. >> Okay. So she drove up on your traffic stop. Correct. >> All right. When uh when it ended and he took off running down there where his family was at down there, is it 16 Hair Road? >> Correct. >> Did she stand in front of you? Was she preventing you from arresting him? >> Correct. >> What What did she say? Did she try to put her hands up? Try to put her hands on you? Anything like that? >> She was just um interfering by blocking me from him. Um >> what did she say? >> Uh she was just cursing at me. Um they were both yelling at me telling I mean you want me to say the vulgarity or >> that's fine. >> Okay. Well I mean they they both told me that I was [ __ ] Um because he was screaming that I shot at him and uh anyway and then she was yelling that I that I've been harassing them and that I'm done. Um I guess she's referring to I'm done as far as my career in state police. Um so >> okay. So she was physically blocking you from ar arresting him. >> Yes. Now, you said you put the handcuff on him and he bucked up. Did you Was he still uncuffed completely? Was he still displaying one cuff while he >> He just had one cuff. Um I didn't leave the other one open because I didn't want to use as a weapon. Um but but yeah, I just had the cuff on the left hand. And uh >> at what point was he finally was both uh handscuffed? Uh that's when um Chief Deputy Wayne Eperly got on scene and uh assisted me because I think my presence there is what excited Joseph. So I stepped back and Wayne I guess was able to calm him down. >> Okay. All right. Do you have anything else that you can think of? >> Not that not that I can think of. >> Okay. >> I'm going to go ahead and end this interview. The time now is 1:38
