you guys Tas from the city it's 8:00 on a Saturday night and officers on patrol in ockland City Center are being pulled away to deal with a potentially violent incident a man armed with a machete is threatening his neighbors medication for psychosis basically we got a job coming in um out west which is slightly out of our area however we've got a taser so we're being we're filming with police for 24 hours from 8:00 a.m. Saturday morning through to 8:00 a.m. Sunday but not just in Oakland our cameras are with police in three major cities overseas we're comparing crime rates and policing methods and seeing what we can learn from overseas experience we're comparing the new Orland City population 1.4 4 million with per Australia a city similar to Oakland in both size and crime issues alcohol theft and disorder are these cities big problems San Francisco USA a city with a more extreme crime scene dominated by the drug trade gangs and high numbers of homeless people and Oslo Norway famously liberal and Welfare focused with low crime levels now confronted by a wave of theft and Drug crimes in the last episode filmed during the daylight hours we found ockland had far fewer officers than the other cities and we looked at some strategies being used overseas to combat common crimes such as theft in this episode it's 8 p.m. to 2: a.m. we're examining alcohol drugs and disorder excuse me get [Music] off in Oakland the police officers attending the machetti incident are about to be briefed by a senior officer is still inside the unit a taser officer is being requested along with a dog Squad unit New Zealand Police do not carry guns and only some carry tasers usually one officer per shift at each station there's reason to be wary the man's thought to have consumed alcohol and to not be taking his medication for a psychiatric illness and he's tried to sted someone in the past you want to go on the taser unit do aut okay how do you want to do it obviously if I Tas I don't want to get your dog if we're going to kick the door in you go straight in yep and if you saw challenge him obviously not [Music] [Applause] and the man's now s to be in his room which is at the back of the apartment complex hello police police open the door please police open the door for 5 seconds we're going to kick it in Show Me Your Hand show me your hands hands up please got a taser 50,000 volts need to turn round for me just relax got any knce on you now yeah nothing what's the story with thisit well now I've been protect myself cuz I've been hit last night been punched in the head you know mean all take get saled you know where about is the machete that you had oh I can't remember cuz I be hit last night i' been punching Bru my face you know how's that shot one too yeah $8 worth something that What offense have I committed what my place you had a public you doing this [ __ ] to me [ __ ] you more bruised in my face here look at this Bru my face course a t start to a night that's always the busiest of the week in any City Inland officers are pleased it went without incident yeah I had to present the taser just as you know as pretty small room and unsure what he had in there um but he sort of gave up pretty much straight away didn't put up any hassle he's a little bit angry now but um he's in cuffs so no issues so quite a nice nice outcome compared to what it could have been elsewhere the night's off to a far quieter start in both Perth and Oslo the early evening focus is on young people starting to gather on a Saturday night in Perth the regional operations group known as Rog is coming on duty air unit uh has a has a couple of parts to its Charter um its main function is um civil disorder and rots Etc so we deal with a lot of um noisy parties out of control parties where things getting thrown around all police in Perth are issued with hand guns and tasers the Rog group also carry Riot gears such as body armor and shields a drive through Northbridge in Perth City Center where the streets are starting to fill up a large number of bars in this area have made it a trouble spot but it's still early and fairly quiet so officers divert to a nearby park where some kids have been making too much noise this job here is a um group of six using a park kicking bins and playground equipment so I'm pretty sure I know this park it's just a little park where you get occasionally get a few kids in there having drinking alcohol and uh as soon as the police come along scatter like rats so we'll see if we have the same effect this time like Oakland there are liquor bands in many areas plus you have to be 18 to buy alcohol the same age as in Oakland in Oslo it's 18 for wine and beer 20 for spirits and in San Francisco you have to be 21 how are you guys how are you average chilling like a villain Like a Villain do you just take your backpack off for me mate got any drink in there you shouldn't have no there's definitely alcohol about officer lasson spots a wine cask in the bushes in Perth it's a goon bag which he empties can you do me a favor go pick your goon bag up and put it in the bin for me well mate I saw you put it over there so if you want to make an issue out of it I suggest you go and get it and put it in a bin for me police tip out alcohol take down names and send the kids on their way said guys just keep it down all keep it down be quiet otherwise you come with us minor stuff but typical of Saturday nights young people and alcohol you know the reason we have more jobs at night time is because of things like drugs and alcohol affecting people otherwise it would happen during the day all day in Oslo young people are also a focus a specialist juvenile Squad arrives at hom a railway station to conduct a search for knives you have KN it's illegal to carry knives like in most places they're regarded as an offensive weapon Oslo doesn't have high levels of violence its murder rate is far lower than Oakland's for instance but knives are the most common weapon used in serious incidents of violence and police regularly get permits to conduct searches we have a permit to uh to search for knives because it's not allowed to carry knives uh if you don't have a very good reason for carry that knife and most people don't have a good reason for carrying a knife when they going downtown so uh we use these metal detectors and we we scan and if we in the metal then it beeps and we shake knife searches can be controversial in the UK searches done using stop and search laws on people suspected of carrying knives led to complaints of racial profiling in Oslo they search everyone with no obvious complaints I think it's a good thing because there have been a lot of trouble around here especially this place so so it's a good thing no knives are found the squad's off to its next stop New Zealand Police don't do random knife searches and they must have a reasonable suspicion that someone's carrying a weapon to search them in Oslo the search is a part of the juvenile squad's crime prevention strategy in my unit we are working with with juveniles or or youths trying to trying to prevent them from becoming tomorrow tomorrow's criminals last night I were was on a pat like I am today and I visited a couple of of Youth clubs I don't know if that's the right expression but uh uh and uh I played pool I asked them who's the best pool player in this house and one of the guys always say it's me and I play pool with him and uh that way I show them that we are not the enemy we're there to help them if they have problems as well and they learn that they can talk to us it's 20 to1 and in Oakland the machete incident officers are back on their normal Patrol in the city Center their aim spotting trouble before it happens generally people that have been drinking or um you know can tell when people are a bit angry and things like that TR how do you see that and not keep a straight face getting multiple jobs in of a female who scaming from Glover parkas someone seen her she just uh just yelling for help and we've got details yeah c once again the officers are needed elsewhere this time a woman's been heard screaming in a Suburban Park female's been heard screaming um sounds like she's very distressed from Clover Park down there and Eastern don't have any free units so we're going to head along from the city um see see what's happening it's nearly 10:00 and in our comparison of crime and policing methods in four major cities it's already shaping up to be a busy night in Oakland several police officers as well as the police helicopter are searching a Suburban Park after reports of a woman screaming uh basically the helicopter was flying over above um checking the park out with infrared and uh he had OBS on five people uh leaving the park more information is sought from people who phoned it in while other officers searched the park I think that's an interesting thing this one piece will make 52 layers is watch on mobile devices or the big screen all for free no subscription required it doesn't take them long to find the source of the screaming four teenage girls two of whom are seriously intoxicated what have you all been drinking nothing nothing oh that's a nothing what have you been drinking SM SM and see you one huh okay right I'm just going to try and give your parents a call okay yeah see if we can get them out because I don't want you in my car in that condition one girl's still missing an officer still looking for her oh okay I do apologize I've been given the wrong number by someone thank you very much goodbye you have another try at that telephone number uh- right you know your telephone number you definitely don't know it unable to get a phone number officers will have to drive to the girls' homes to alert their parents I need to know let your conscious okay yeah we've had five police officers one helicopter upwards of an hour looking after four drunk 15-year-old girls and um the radio's going off and we've got jobs to go to but we can't get to them because we're dealing with these kids who are drinking eventually the missing girl sends a text she's safe police call off the search and wait for parents to arrive mom never tell you okay excuse me yeah sure can you please help me yeah what do you want me to do can you please stay with me oh I'm not going to go away I'm really scared nothing to be scared about you're not going just want to go home you're not going away I'm not going away I just want to come home going home short I'm sorry I haven't this I'm really am I don't my every night in ockland um you've got drunk teenagers doing something or drunk people doing something whether it be fighting or just so intoxicated they don't even know their own names and um we've got to look after them I mean that's our job that's what we got to do New Zealand Police say since the lowering of the purchase age to 18 10 years ago the actual drinking AG has dropped from around 17 to 19 years old to 14 to 17 other studies reveal that six out of 10 Secondary School students drink alcohol regularly and 25% of them binge drink the scenario is similar in Perth their teenage binge drinking rate is slightly higher with identical problems people tend to get drunk uh more frequently a younger people particularly women are getting drunk more frequently alcohol is more available it's available for longer and there are so many different types of products that it's change the way that young people particularly approach drinking for those of us my age and and older who think back to our youth um and think you know think about the attitude to alcohol uh and think well you know it's just the same as that well there have been a few things that have changed the availability of alcohol now is massively more uh than it was when I was young you can buy alcohol Around the Clock um you can get it from supermarkets the number of places where you can buy alcohol as an off license has doubled in the last 10 years the strength of the alcohol has changed uh young women are drinking in Greater quantities these ready to drinks which have uh the alcohol content of wine or Spirits you know some as high as 20% uh and they are flavored in such a way to make people feel that they are you know soft drinks and they drun like that so how do police deal with this Rising alcohol problem and what's the situation like in the other cities we're filming in Oslo and San Francisco it's 10:30 in San Francisco officers Sylvia Lang and Kevin Lions have been on patrol for the past hour narcotics is the big one uh the narcotics crack cocaine heroin methamphetamines is the bulk of it in San Francisco alcohol's been eclipsed by drugs which is the main driver of crime everything from theft to murder these officers are patrolling in the tenderloin Police District which is one of the most troubled areas in the city but about a year ago uh they had a shooting there on the corner where eight people got shot it was all over narcotics someone got upset at a one one drug dealer and the other drug dealer went to her boyfriend or something and said she got disrespected and the boyfriend came down and just randomly started shooting people police have saturated the area with officers it's a broken windows approach where even minor infractions such as jay walking and drinking alcohol in public are followed up they have more police to do this with San Francisco has the equivalent of a thousand more officers than ockland and a much smaller area to patrol officers spot a jay walker he looks like someone they know who has a warrant out for his arrest we're going to stop someone right now is it verify you're okay on your head the J Walker isn't the person they initially thought but the man's dropped a ball of paper suspected to contain drugs as the officers approached on your other officers who were driving by have stopped to help ahead powed cocaine mixed with Heroin you know I don't I'll gra it I won't I'm not on any are you a wanted person I just my bad for j walking I just ran across and you dumped narcotics so relax okay you dumped the dope right there I saw you dump it man been arrested in Oakland before yes in Oakland but for what not in like a year or two what were you arrested for uh it was for a warant from running from a placement group home as an adult have you been arrested no I never been arrested as an adult so we're going to go do the booking process now it's qu to 11 in ockland a car's crashed along a main road in Mana the driver who was the only one in the car isn't cooperating with ambulance staff no no no over come on let's go come come on where are we tell me where we are Road look my hand you're going to run away the road so what happen from we're doing this for your safety okay tell me what the road tell me You' go my armance come on wait tell me tell me what happened ambulance staff are concerned about a head injury police are investigating how the accident occurred how did she lose control did she just ve off did she overed or something I think she just over over pulled out going too fast it's gone straight in there straight in there no oncom traffic so Jo how fast do you think she was going uh probably about 70 about 70 days the woman's at last persuaded to go to hospital police will accompany her because she basically isn't able to go through with any normal breath testing procedure to test your alcohol content we're going to take blood from her at a hospital and from that we can take an analysis to find out how much alcohol is in her blood and uh take it through court that way if need be so we're just going to middlemore now to meet up with my partner who currently is keeping a company in custody police suspect alcohol's a factor in the crash drink driving kills 140 people a year in New Zealand just one of several staggering alcohol statistics like alcohols are factor in 50% of all serious violent offending and overall it costs the country $5 billion a year it sounds bad but how does it compare to the rest of the world 11:00 the winter temperatures will fall well below zero in Oslo tonight despite the cold people are out on a Saturday night at oslo's Central City Police Station staff monitor the action so far limited to a relatively minor car accident and a street robbery Tory bads the Unseen Commander the officer overseeing police Patrols in the city tonight Min is 15 it's a police weather actually it's very good for us it's uh probably prevent fighting and stuff people will probably go out from the discos and to the closest taxi and just go home I guess now we just going I'm going to go drive around and and feel the temperature of the city just how see how people behave actually it will tell me a great deal of what we can expect later on at nightclub's hosting a big dance party at least 1,000 tickets have been sold yeah here you can see the entrance not so many outside this is a smoking area police are concerned about drug use at the party Oslo has a big problem with heroin and amphetamines this usually says that there would be some drug abuse there so it might be a challenge for us later today it's quite early now so they're probably happy have a it's kind of strange standing outside in 15 miners in uh baing suit bikini although this party is popular it should be a quiet night in Oslo in San Francisco police are processing the drug suspect when he reveals he's recovering from Recently being shot you get out of the hospital yes for what I was shouting but is the bullet still in or did they take it out it actually came out but I got a bandage between my area cuz that that part hasn't heel when were you shot a couple weeks ago or last Sunday last Sunday okay I the man admits the drugs were his well I know it was control substance but I mean I ain't going to lie to y i us but I me have to appear in court more than likely to get drug court everything will be dropped if there's a judge working tonight you you'll probably get a first thing in the morning you you're probably going to be8 hours yeah I know it's your job but I got to do what I got to do I can't walk away from it wed stop I I hey no you got to come here Shane no we're going to go in and uh start the booking it's his first offense so it's likely he'll get only probation or the charges could end up being dropped altogether there's a criminal justice crisis brewing in San Francisco prisons are full and Court seriously backlogged cases are being thrown out because of the long delays the public defender's office which acts for people who can't afford their own lawyer has stated it cannot take on any more cases public defender says stop arresting so many people because we can't defend them the sheriff says stop arresting so many people we got no beds for them no beds to house them no public defenders to defend them how would that affect a police officer on the street you see and here's the kicker this all happens at the same time the new chief of police gasone comes in who had just announced previously in a press big big press conference that he's going to clean up those downtown areas the tough areas the tenderloin the mission the Bay View and the tough concentrated crime areas he just says we I've got a program we're going to put it to use we're going to clean up and arrest everybody the police there they are again at the bottom of the barrel trying to do the job on the streets what kind of support they getting just after midnight and in Perth there's been a serious car accident again alcohols believed to be involved the taxi doors caved in the driver being tended to by ambulance staff she that taxi driver's warn it stra in the door [ __ ] that hurt um the gentleman from this car looks like he may have been drinking he's given an indication that he's got some alcohol in system so the other vehicle's going to take them to a station basically just been called down to help these guys with this bit of a serious prank all the U people involved in the actual accident of being traded by St John's at this stage it's just traffic control and then cleaning up and uh the boys will be investigating it as they go this is the second suspected drink driving accident of the night so how do rates compare between the four cities in Perth ockland and San Francisco about a third of fatal car crashes involve alcohol however in Oslo the rat's much lower 18% of accidents all the countries have strict drink Drive laws education campaigns and random testing of drivers one possible difference is that in Oslo the allowable blood alcohol level is just 02 equivalent to one very small alcoholic drink the levels 8 in ockland and San Francisco the equivalent to three to four drinks and 05 in Perth or two drinks it's after midnight and row are outside the Oslo nightclub the crowd of mostly young men yelling insults and swearing at the [Music] police bards [ __ ] bastards and usually once people show that to me I asked them if really mean it yeah but it's uh it's probably because they don't know me I'm actually a nice guy you know alcohol in Norway is heavily taxed and expensive for example an $8 beer in New Zealand costs $20 an ow but despite the cost people still get drunk there's lot of smuggling of alcohol of course so you can also buy cheaper beer from illegal sources from organized crime and I guess what's happening is that people drink a lot before they go out so you know they they drink like 5 to 10 boxes of beer and then they start to think about going out so they're already drunk when they hit town you know that's a problem those areas where all the bars are it's it's fighting It's Shouting it's bottles crashed in the street I think it's a bit like a jungle here I don't think that's the the job they really want to have to babysit Young Rich drunken people the problems are serious but Norwegians actually drink far less per capita than the other countries oslo's annual alcohol consumption is 7.8 L per person in San Francisco it's 9.4 ockland 9. 6 L and in Perth it's 10 L so what does that higher alcohol consumption do to the city centers of ockland and Perth after midnight it's 12:30 hundreds of young people congregate in Oakland's downtown area officers Rod Sue and Marty Brown from the downtown police station are patrolling on foot what we're going to be doing is looking around the streets really locally right here just to see how many uh potential bits of dis order there might be preaches a liquor ban and uh that sort of thing just trying to gauge the mood of the city at the moment down here and um just depends on what we see hello [ __ ] hey hello officer yeah I thought that's what you said right the main problem with dealing dealing with people at this time of night is going to be uh trying to rationalize with people uh at this time of night and in a few hours time they're going to be uh increasingly uh intoxicated and to give any reasoning with anyone like that it's going to be quite difficult but um we just have to think it as it comes Case by case in Oakland many bars are open until 6 or 7 a.m. some open 24 hours police say these long hours are contributing to the rise in alcohol fueled crime Oakland's entire CBD area is comprehensively covered by security cameras a crime prevention tool used in all of the Cities The Operators concerned by a number of fights breaking out in the Fort Street area and asks the officers to attend got a call from our downtown camera operator saying that there was a bit of disturbance um on Fourth Street near the near our own police station potentially a group of people um having a fight with each other so we're heading back down there straight away to uh have a look hey you guys what have you guys been up to had a bit of altercation down the road there yeah what was going Ona I had a camera on you it's blown over by the time officers arrive but they still want to talk to the protagonists they split up the two factions and a crowd soon gathers hey guys guys just bug her off just go away how did you get into town how long do you think you'll stick around for while this officer is busy suddenly there's a racus involving the other officer excuse me excuse me please don't are you serious inappropriate are you [ __ ] kid on your let go my boyfriend it wasn't him I get my parents on someone's throwing a hamburger at the officer and he believes this guy is the culprit the two officers are outnumbered and this isn't San Francisco where more police are likely to drive by so police are Keen to get him back to the station wait wait just wait calm down boy calm down take these off right you have any idea on your bro um yeah I've got my um passport you've been in trouble with us before mate uh I've never been in trouble with a lot what's your proof that you were the only one there and when I looked at you you you cringed away okay so oh yeah yeah [ __ ] you're a big policeman is that your proof that is my proof is that what you got yeah it's not a biggie but yeah it's just stupid things like that just pisses you off to be fair so yeah we'll have a chat and if he admits to nothing basically it'll be cut loose but I've got enough to bring him here and ask him about it by what I I saw so time for a new [Music] shirt 1:00 a.m. and similar crowded Street scenes in Perth a Central City area called Northbridge is packed with bars 70 in just a 600 squ met area disorder incidents and assaults are common large numbers of police including some on Horseback are on patrol officers the regional operations group are also patrolling looking for any signs of major disorder we've just come into Northbridge night clubs every 50 m most probably hundreds of people walking the streets aging from most probably 18 to I'd say 28 um and they just they'll be here all night just going from one club to the next in Perth bars are also open late some till 5 or 600 a.m. but there are a couple of differences to Oakland all door staff are trained and registered security Personnel Something New Zealand Police want and police and Perth can issue move on notices to anyone they think about to commit an offense it bans them from an area for 24 hours even though no actual crimes been committed breached the ban and they're arrested if they've come across to us in a very aggressive manner we basically just go well we'll give them either what we call a move on notice uh which bans them from being in Northbridge um or if they continue the aggression on um normally will'll arrest him just to get him out of the area nicely just walk up there brother let go come on your your come on what's your name up for us what's your name John get your teammate stand up hand ho up I had a gentleman um who' passed out on the ground and the female police officer couldn't wake him I've just given him a little pinch under his arm which has stirred him he's woken up um and said he just passed out we just asked him if he was a local or he was a tourist um just wanted to find out where he's living living somewhere over in subo like in ockland dealing with drunk people is a major drain on police resources well I've said a many times that I think alcohol is responsible for about 70 to 75% of all police response time so it has a massive impact on the way we do our business despite allocating increasing numbers of police and there are many more police and per than an Orland Northbridge remains a problem yeah well I think if more police are the answer then we've got a problem if you've got to keep tipping more and more police into a particular entertainment Precinct to solve a problem with excessive alcohol consumption we're asking the wrong sort of questions what we've got to do is stop the problem from occurring in the first place and it frustrates me that perhaps not enough is being done up stream to prevent these things from occurring I think friends there are these your mates over here you don't know police can't ignore the offending but could their presence actually be inflaming the situation there's a famous um criminologist called H to and he talks about the idea that young men go into a scenario scenario like that looking for confrontation what he says is they're looking for violence transactions and the police provide that violent transaction so you know in many ways the confrontation with the cops is not something that is avoided but something that's sought after as a way of gaining reputation as a way of gaining that sort of frison of the sort of confrontation with another male who's in Authority so these are these are real problems that that uh sometimes these problems are best dealt with not headon but much more strategically He suggests confrontation could be avoided if entertainment areas were designed differently not so many bars in one small area and access to alcohol was reduced through high prices and shorter bar and off-license hours there's been a number of studies done to show that basically a whole range of alcohol related harms actually reduce just in proportion to the pricing so one of the simplest Solutions we can do is to actually tax alcohol more and in line with a proportion of alcohol in the actual drink you're going to be a to look after yeah of course I can tonight you going straight home yeah we going straight home all right you look after him I can look after all right I don't know his mat finally come up and basically taken him away and they're just going to go home now and you know no more dramas for the night hopefully for us all good no worries all right guys no dramas you can normally find anywhere during the night especially in Northbridge 10 to 20 people just pass out on the street great mate just want walk away please mate so yeah it's just a normal everyday occurrence in Northbridge one drunk person's night is over but hundreds will party on having a good night yeah party partying are 1:20 a.m. in San Francisco a nightclub Dorman Flags down the offices a woman's acting strangely trying to pick fights with patrons and pulling down her pants what why are you take your pants down no I why you assume everyone wants to see you naked oh no I don't I'm sorry no I don't have 2 I'm to put you in police suspect she's affected by drugs and alcohol you been arrested in San Francisco no I haven't I've been um one time I had a drunken public yeah I think so yeah I just don't want to be arrested that's all I have no problem leaving the area or going I was going store I have a court in a month I have court in a month I know that I've been arrested um I'm not charges I'm not sure so I'm not sure about that listen to me I'm not making any sense right now so the best thing to do is just stay quiet let's figure out what's going on with it all right apiz requesting a wagon on our loc officers request back up and search the woman for drugs relax calm down okay you don't have a c the woman will be held in police cells for 4 hours then released no drugs were found although there were several needles in her bag even if drugs had been located it's unlikely an arrest would have had any deterrent value in San Francisco 70% of drug offend Enders reoffend drugs is uh probably the number one or top crime in the city and it's also the root of several other crimes so if you have an addiction or you need the drug you're going to have to come up with money it's not just theft half of San Francisco's murders are caused by gang violence usually over drugs and then there are the inherent problems of addiction and its psychological effects you know crack cocaine sort of burst on the scene here in San Francisco in the mid 80s I'd say we we really noticed a spike in crime not just the selling of crack cocaine but also like I say domestic violence cases child abuse cases uh violence robbery uh it was uh it became uh omnipresent in the city San Francisco has been grappling with the issues of drugs and gangs for the past 30 years the very issues New Zealand's began facing over the past decade their best success this has been with a gang task force that doesn't just put pressure on non offenders it tracks drug money to find the real kingpins it's an approach New Zealand's also taking with its organized crime unit not a matter of just grabbing your low-level individual dealers on the street but also going up and seeing who's supplying the narcotics who's supplying the money how they're being transported and where they're being sold however police admit the problem is bigger than just busting any one gang I'm sure you've heard we can't arrest our our ourselves out of a problem and to there's no shortage of people coming in to fill the vacuum once we take um the major perpetrators out usually there's a spike of violence after that happens because people are trying to fill the the void of taking up you know sales in different geographical areas so as bad as their drug problem is how does it compare it's actually second highest Oslo has the worst offending rates and Oakland by far the least in Oslo it's heroin there it can be cheaper than alcohol which has helped fuel an epidemic of addiction team that has been very very um open openly discussed this is the open scene of junkies on Street Haring users the city doesn't have the gang violence problems of San Francisco but is been tagged Europe's overdose Capital strenuous efforts are made to help its addicts but they've also introduced harsher penalties for dealers and traffickers the deterrent effect of this is as uncertain in Oslo as it is in San Francisco using a American style of rather hard War on Drugs and it doesn't seem like it's working well uh the costs of it's quite high and uh so so we have to start to think new ways of tackling this really Pur have the third highest drug offending rates they have a booming drug trade linked to Backyard methamphetamine labs and a growing criminal gang problem again they're just like Oakland and like Oakland Police say as woring as this problem is it's still not the biggest issue they face B day-to-day that's alcohol if you look proportionately at the type of offenses that are driven by alcohol and the type of offenses that are driven by drugs we estimate only about 8% are um drug driven and a much greater percentage of 70% plus are alcohol driven you you would think that police officers would never drink you would think that anyone working on a Thursday Friday or Saturday night with an ambulance officer police officer um it would put you off alcohol for life because you just about everything we deal with as a result of people who are totally unreasonable and drunk it's 2 a.m. and another fight's Broken Out In Oakland's Fourth Street area this time the team policing units attended this unit similar to the Rog unit in Perth comprises two van loads of officers who arrive on mess to quell major disorder we came in here for a report of a big fight we got here one guy here is injured uh very miny might have a bleeding nose bleeding here the story of witnesses is that he was being very aggressive towards some other people and they fin second them g a punch on the head and run off so we don't feel too sorry for him cuz he's the cause of everything uh minor injuries offenders are long gone we're waiting for ambulance to come check them out and then we'll be gone while the officers are waiting another fight breaks out in a nearby Street up the outside mitt Co got a scrap oh the police are here watch out they're going to arrest you for nothing like they always do no no no you stand over there with your buddies with so many people about it's been easier to run than drive someone pointed out big fight just here uh they ran up up the road soon as they got here got the handcuffs out everyone scarped very typical uh there's a lot of people in the city as you can see all been drinking mostly the guy going the track and we'll be off the next one police in downtown Orland expect to be dealing with alcohol fueled fights and disorder for the rest of the night it's just what happens on a Saturday night over the past 6 hours we've seen the role alcohol and in some cities drugs plays in driving crime huge in my view in that it plays on any other tendency you might have it reduces your inhibitions it reduces the control functions that you've got uh and makes you vulnerable to argument violence um uh thieving and so on we we for years we said to local authorities we we we use too much of our resources the night to to Saturday and night to to to Sunday we should like to spend more of our our resources dealing with ordinary crimes making the city safer for everyone we've seen that it requires large numbers of police to maintain order generating conflict and arrests and it doesn't seem to be fixing anything longterm with the alcohol fuel violence problem I think what we will see as time goes by is the community wanting to get it more involved willing to do something quite drastic and outside of the box to resolve it I think the community will say we've had enough we want you and government to help us and we're prepared to Ure strategies that we may not have been prepared to endure even 5 years ago to resolve this problem that is affecting our whole [Music] community [Music] your hands up supporting local content so you can see more of New Zealand on air that
