On July 29th, 2025, an officer was on detail at a local park when he heard a loud bang coming from nearby. The officer observed an individual hit an SUV on the rear driver's side. The car drove off, but the man continued to yell at passers by and patrons of a nearby outdoor restaurant. Here are the events that occurred. >> 13 Right. Um Chew's uh having issues with some cars that are passing by. I'm trying to catch up to them. Actually walking uh east on Fourth Street uh from Park by O'Neal's. >> Hey, stop harassing them. Stop harassing the people in the cars and stuff like that. >> Stop hitting cars and things like that. That's not supposed to do. No. >> And if he would have stopped charges, you have charges. So there's nothing left to talk cuz I'm going to get you in court and you're not telling me what to do with my money cuz I'm being gangster by the whole traffic and I don't gangstalk for nobody. And it's very hard to be gangster. Nobody wants to wait for me or treat me with any respect. So, you're not telling me what to do with my money. Eventually, I'm going to have victory over you. And because of what you did and what he did, you are not allowed to be my friend ever again. I don't like you anymore. And you're not getting any chance to be my friend. Cuz I'm right and you're wrong. If I wasn't gangstalk, I would have never did that. And I've been gangster for over 20 years nonstop. So, I'm winning this lawsuit and you're losing. If I don't watch a single person in this town when they cross and drive and I let people go and take the time they need, they're supposed to do the same for me and nobody does it. So, I'm right and you're wrong. Now, you have a loss. I'll gladly go to jail, but I'm going to win the lawsuit. And you're not telling me what to do with my money cuz it's not yours and because you locked me up again when I'm the victim of this crime. So, you're not telling me anything to do with my money? They don't have a right to rush me everywhere. I went 3 days without any food. You will get no problem [Music] before you try to talk to me like I don't comply and rush me out when I'm trying to do what I do and you treat me like I don't follow. Hold on. I'm trying to raise my short shorts because I'm not exposing the public before you accuse me of something untrue again. The last thing I'm going to say is I'm not speaking to you ever again. So because you're doing that on purpose no I'm still talking and you're interrupting me. I was still talking and you interrupted me. We're in America. If a person is speaking already first, you should let them finish to the end so you can have your chance so the other person that's already speaking before you can let you finish to the end. >> You all have badges. So if you have the badges, you're not supposed to have the whole traffic getting away with this and then put me in the hangups cuz I've been dealing with this too long. So you're not allowed to be friends with me anymore and you're not telling me what you're doing. >> Okay. Where's Wfredo? Is he coming? >> The man, clearly upset, continued to yell and curse at people walking by despite being told to stop his conduct. He was eventually arrested for disorderly conduct, transported to police headquarters, processed, and ultimately released with a summon.
