[Music] cops are meant to uphold the law and not suppress their victims while we have seen officers who have received accolades for performing and carrying out their duties well others choose to steal from those they are arresting as in the case of this police body cam video meet officer Chapman a cop whose uniform concealed a dark secret this fateful day he crossed the line that blurred the distinction between law enforcers and law Breakers sentenced to 13 to 16 months in prison Chapman's downfall began with a seemingly small but significant act allegedly stealing $900 from a man he had just arrested come here come here you come come here okay do do you see anything yeah I'm not even going to touch it it's blue Huns right here it's all the blue Huns are right there behind that receipt thank you all that's my money he didn't have that this is your money yes I heard him crumble it up thank you thank you all that's that's my money the detained man handcuffed and wary suddenly hears a faint but unmistakable snap the sound of a rubber band being tampered with his heart races is his money being stolen by the very officer sworn to protect him the man suspicions ignite casting a shadow over Chapman's intentions sir you've been watching me that whole time I seen you Tak it I seen you if I'm right it's going to be around $1,000 if I'm right and like I told you I just went to wind why would a police officer a guardian of the law resort to such an act here are the details of how everything happened this incident took place on March 14th around 4:19 p.m. an officer on a motorcycle pulled over a young man who was speeding when they ran his ID they found out that he was wanted for a federal arrest warrant for a weapons violation the man was arrested and taken into custody Goode hey clock is 68 okay let's I'm stoping you yeah do you have your lights on you all right just give me a moment all right hey appreciate you coming out wor I haven't talked to him yet good yeah I haven't talked to him yet let know it's a basic warrant out of [Music] Mex hey man step up here real quick I'm me show you something [Music] come on set back here go ahead and place that call put your phone on the top of it what am I that's why I'm having you are under arrest at this time you have a warrant right out for your arrest a warrant for what I'm going to show it to you in a moment okay is this your car it's my girlfriend's car your girlfriend's car can he drive at the guy that's in the passenger [Applause] seat so what am I I'm going to show here come back here for a the police officer on the motorcycle took the guy to another officer named Chapman who arrived in a patrol car and searched the man and found two bundles of cash one of which was secured by a rubber band um but I'm going to show you the warrant once I get you secure okay is there anything you want to bring with you down there to NE no I'm I'm saying cannot understand uh what am I being yeah it's a it's a warrant I'm going to show you the actual warrant just a moment when I had a chance to S [Music] down everything on you need to know about okay you want to bring these items with you or leave them in the car yeah you can give me uh you can put them in my pocket okay placing the man in the back the motorcycle officer carefully transferred all the items from the man's Pockets to the front of the patrol car right next to Chapman's driver's [Music] seat I no that's going with you that's going we're not giving that to anybody else we got that off you so we stay with you so you know we didn't take none and nothing's going to be missing but I want no we are taking that that's staying with you that that's the rule me some because it come off you every bit of it's going with you does that make sense that that's accountability because when it comes to stuff like that you know what I'm saying so the same time I say they double check just a good sh okay sir just give just a minute all right as Chapman drove the man to the police building his body worn camera captured everything the tension in the air was palpable the man in the back seat sat silently his eyes darting around absorbing every detail but then at 5:10 p.m. dot just as they parked Chapman's camera abruptly stopped recording from that moment on no other footage from Chapman's perspective was provided but nobody believed what happened next all right I'm going to count your money in front of you okay here's here's B money we'll put this in the in the bag for you okay yeah here here you go all right yeah she's right now you're going to watch me okay I heard out one two three four five 6 7 8 9 10 1 2 3 4 5 6 7 8 9 excuse me I'm not trying to question you let me count first no can you can you look in between his legs I think he just put some my Mone in between his legs oh yeah how much money did you have on you can you I'm asking I haven't touched it can you just check him between his sir listen to me he's moving and everything look he's moving sir sir listen to me tell me how much cash you had on you what was the amount the man accused officer Chapman of stealing his money this accusation took Everyone by surprise a Twist that the officers couldn't believe at first but why did Chapman stop recording with his body cam what happened during those missing moments as the tension escalated everyone's attention turned to the body cam footage from Chapman Sergeant a crucial piece of evidence that could either confirm or dispel the shocking claim I just want to see I'm not going to lie can you can you check I'm not going nowhere can you check your officite for me please hell no he just tou I heard theber band pop he told me oh I I had to look he's moving he's moving in between his legs stand right here I'm going stand right here but can y'all please check y fellow officer please what's going on on I look he's moving his arm right now how much pass did you have on you can you check your hands I didn't can you check your peop cuz he's look at his hand he's tucking money he's tucking money right in his right hand tell me how much Mone he's tucking he's tucking my money that's that's a that's a problem some officers make pretty good money and yet they still abuse their power and do some wild things but there are other officers who are really struggling financially to pay bills for for example most departments in the state of Georgia do not have a very high starting pay rate it's nothing like the lucrative salaries up north or out west with that being said you have officers who struggle and in that struggle when it comes to paying their bills they do unlawful things desperation can push even those sworn to protect and serve into a moral Abyss despite this an officer is meant to uphold the law and preserve the citizens so right here Chapman is really fidgeting as he tries to cover his tracks listen to me what was your don't listen look at him moving he's moving oh my God y'all not going to check him listen look at him listen listen listen listen listen tell out tell tell I've been coer you the whole time I'm I'm not going to allow anybody to take your money look at him he's moving but look at me look at look at me if if someone takes your money it will be a big problem all right no one's going to take your money I can see his hand I I can see exactly what what what what he's doing no one's going to take your money she's going to count your money there's more watch him touch my money you there's more money in here you're saying that that there's more money in here but what I'm saying is let me ask you question ask my question are are are you saying that there's more more money in here what I'm saying is he just touched my money and went through three different Fork compartments and I seen him put it in between his legs I heard my rubber B I been nothing but Cooperative with you guys all I wanted you guys to do I'm saying but he already moved and did a lot of different stuff okay come over here but y already let him move like there's no way like watch that's crazy I can't believe y just give me like this how much C do you have on any total so I can count it out and we can verify if anyine that's what I'm asking you he knows that this guy is in handcuffs that he probably wouldn't Pat him down and that he's already taken the money off of his person and placed it somewhere inside the vehicle at this point the atmosphere was becoming more intense however pay attention to what the officer does Chapman goes to his car while his Sergeant's hand is on the door no I want you to feel comfortable I would have I would I would have felt comfortable if your colleagues would have searched you at the exact time where I knew where the money was cuz I seen you kept going in between your legs and then every time everybody put all of the the attention on me you kept moving I don't know if it's in your door I don't know where it's at but just like look I don't even care to find you know you know for I'm right come here come here as the police Sergeant opens the door to try to prove to the guy being arrested that no one has his money officer Chapman places himself between the car and the open door he's trying to Shield any Viewpoint of the money however they were able to find out where he had stuffed the money at this point it was clear that Chapman was in great danger what will these officers do dude do you see anything no yeah no cap I'm not even going to touch it it's blue Huns right here it's all the blue are right there behind that receipt thank you all that's my money he didn't have that this is your money yes I heard him crumble it up thank you thank you all that's been that's my money that's my money right there sir you've been watching me that whole time I seen you Tak it I seen you if I'm right it's going to be around $11,000 if I'm right and like I told you I just went to wiy i s I seen you still sir um if you if you don't mind I just want to sit down so y'all don't try to say I don't want to do nothing all I know for a fact is I know what I know and I seen it I just wanted you guys to trust me you I'm saying that's why I was just acting a little IR but I'm perfectly fine saying I'm sorry I wasn't I wasn't trying to expose you that is not me bud brother I just seen you steal my money it was no Reas to pop my rubber band brother it was no reason for me to pop my rubber band off my money I didn't pop your rubber band off your money I heard it you just spoke about it you heard him agreed to it when when when first when I first got I said I heard you did you said oh I had to do something something something say something it's okay I know I just I just witnessed here today Mr Chapman went in my money he separated my money he was trying to steal it and I caught he put it in between his legs and as his as his colleagues approached me he worked it towards the door he tried to make it seem like I was lying it is obvious to all at this point that Chapman stole the guy's money who he had just arrested right now here at this very moment his heart is on the floor because he knows he just got caught red-handed he kept saying it was not him then who did it he is the only person in the car and he's caught red-handed and he's still holding on to the LIE according to the affidavit released Chapman separated the money tried to steal it and was seen moving the money between his legs the arrested man asked the female police what they were going to do about the problem officer Chapman stole that money I'm not going anywhere I'm in full custody of of of of these officers I'm being detained I'm not going anywhere I don't want any problems I'm not armed I didn't do anything wrong I was just pulled over for a traffic stop he just tried to steal some of my money this guy did have an accurate vision of hearing he retreated everything that happened while he was arrested by Chapman at this point Chapman's body language was suspicious when one commits a crime they will initially try to defend their innocence but most times looking at them you can see their voice shaking that's what is happening to Chapman now so what are we going to do about this problem cuz he just tried to steal some of my money I'm not trying to put any allegations on him I'm not trying to say anything I'm not I'm not using my words like to try to hurt anybody I just know what I know and then I don't even like the fact but I know you guys have like special protocol I don't even like the fact that he just tried to steal and nobody like stood up for me you feel what I'm saying like nobody was like okay nobody saw anything you say but nobody would saw anything that you said I appreciate it Mr Morris you his Sergeant yes yes he is my sergeant sir I have 2020 and I can read I remember when you called him out I could tell you everything he said to you perfect time and this is perfect perfect you call me out this time because you didn't know the protocol to how a federal War supposed to be taken care of correct incorrect that's correct that's but you just separate what so what was the purpose of you separating my money while you gave her money while you just watched her count my money out in full cuz you just wasted a you you wasted the evidence for cuz now she has to rewrite a totally different number so if I would have agreed to the number that I didn't know when she asked me then I would have been like ridiculed or for seen as a liar or something that's why I didn't answer your question ma'am cuz I said that I had just went to Wendy's I believe that's my receipt I only ordered a 10 piece nugget and I ordered like a fry and something to drink so I didn't know the actual amount of the money all I know is when my girlfriend got off work at 5:00 I was supposed to give her that money for the rest of the bills and she was going to get her car back I was in a car this week that's why I wasn't in my own car man that was my girlfriend's car Diamond Alexander that's why when when you initially pulled me over and y'all probably have my phones you can see the car I called her at like 4 something to let her know babe I'm being pulled over in your car and my eyes I thought it was going to be for the T tag the temporary tag thing the sticker but it was eventally just for your speed I promise you that no I apologize sir I apologize what was the purpose of Chapman separating the money while he gave the female officer the money recording Police Operations is crucial if this shocking act hadn't been captured on video it would have gone unnoticed slipping under the radar but now with more cameras and increased vigilance we can catch these incidents and bring them to light know your rights and always record the police the discovery of Officer Chapman's theft was a bombshell how much had he taken in the past $1,000 $2,000 maybe even more each number hung in the air like a dark cloud casting Shadows over Chapman's career and told me I wasn't even supposed to be in her car I just took it because I didn't want to be ubering around all day and my girlfriend had a car and she was going to work I was supposed to be picking her up off to to what's what's what's your full name Ty Moon m o n c r last name Moon do do we have all all your information yes sir but I want to know what y'all going to do about Mr chap okay you he was just caught at work tampering with evidence Mr Mo I'm I'm going to do my job all right so I want it wrote down I'm not going to lie not Mr Mor I'm you up listen there's nothing I can give you right now to tell you what what what what I want to do but like what I can tell you what I want to do is if if if you legend that that he did something did you recount the extra money said no it's 900 oh it's 900 I have it right here 2 3 4 5 6 78 n that I put so so like if if you Legend officer chat did did something WR so you guys don't listen listen I'm I'm telling you exactly what I'm going to do do do not parse every word I'm telling you I'm telling you exactly what I'm going to do all right is that I I I have to get on the phone I have to call my supervisors to uh you know to R up the chain all right but you're but but you you you were still going going to jail oh yeah I understand I wasn't trying but but like that's why I'm I'm going ask you if you gave them all of your information on how to get in contact with you did you do that name only my first name left do we have address and and a phone number you still off a gold pan yes sir we'll see you get your phone number we got everything else uh what your phone number uh you can take my girlfriend's and my mom my mom went to so what's your girlfriend's name what's your mom's name number okay I'll you'll be hear here from soon all right yes sir uh do you want do you have a piece of paper on you yeah or uh just for like to put in my property uh I would like um for you to write down um uh Sergeant Moore's name I would like for you to write down uh uh Mr lack's name I like be right down your name and um Mr Chapman's name Henry Chapman was arrested on March 14th and charged with one count of embezzlement taking property that was entrusted to him and that was about 900 bucks the charge stems from a traffic stop at 4:19 p.m. but if you listen closely to what the arrested gentleman stated he says something very important okay so like this is what's going to happen all right we we have people coming in obviously they they have to talk talk to you all right so um I I'm going have to hold on to your weapon right quick okay yep take just take the uh whole holster off it's one of them qls I got um Sergeant Burke and on one of his detectives going to come and speak to to you all right so just chill out relax do do need anything not only should he have been charged with embezzlement but also tampering with evidence did he not take it away because that was going into an Evidence folder as the guy said and he allowed his partner to stick the money that he gave her into that folder write down the amount that was supposed to be in that folder which really wasn't all there this is tampering with evidence but yet there is no tampering with evidence charge or anything else just embezzlement and the type of embezzlement that he's charged with is a class F in North Carolina which means he can serve anywhere from 13 to 16 months in prison no I'm I'm I just want to apologize everyone I say man I one of these things dude and I'm I'm sorry I here brother um any drink or anything man no want to say I'm sorry I got you brother well we're going to walk out of here and close the door okay until they get care okay buddy all right U let me know need anything right I'm good appreci he later apologized to his teammates and after this arrest he resigned
