Hi, I'm Brian Cow ready police department. The reason I stopped you is you're going about 60 miles an hour on Pelli as you pass me. Can I see your license, registration, and insurance, please? >> I'm uh I'm not in the process of conducting business. >> Okay, we're not going to play that game, sir. So, if you don't want to identify yourself, I'm just going to place you under arrest and tow your vehicle. Okay. >> I'm traveling right now. >> Yeah, we're not going to do that. And you're a grown adult, so you're going to make an adult decision right now. Okay. So that's up to you. [Music] >> 47. Take another unit. >> Get off of me, dude. What the is your problem? >> Don't get the me. >> Stop. >> Get off me, dude. >> Stop. On September 12th, 2024, at approximately 1:48 p.m. in Reading, California, police stopped 38-year-old Frederick Rick Phillips for speeding on Bashelli Lane. What began as a routine stop quickly turned volatile. When the officer made contact with Phillips, he claimed he was traveling, not driving in a classic sovereign citizen rant. After refusing to identify himself, the officer tried placing Phillips under arrest. That's when things turned into a dangerous struggle. Phillips fought back, repeatedly trying to put his vehicle in drive during the altercation. Then, out of nowhere, something happened that may have saved the officer's life. Stay until the end. You won't believe how this crazy encounter ends. Vista 8 George Charles Henry 137. [Applause] [Music] >> Hi, I'm Brian Cow ready police department. Absolutely. >> Be able to see him right now. >> Perfect. >> Sounds good. >> All right. >> Thanks, brother. >> Yep. No problem. >> Two citizens stepped in to help the officer, allowing Phillips to finally be taken into custody. Had they not intervened and Phillips managed to get his car and to drive, the officer could have been dragged to his death or Phillips may have been shot in the process. Phillips was transported to a local hospital for minor injuries where he was medically cleared before being booked into the Shasta County Jail on charges of resisting arrest in a speeding violation. All he had to do was identify himself. But instead, his misguided beliefs, likely fueled by a ridiculous Facebook post about sovereign citizens and how they supposedly don't have to follow the law, ended up putting everyone's lives at risk.
