NORMAL, IL - At 3:38PM on January 2nd, 2020, Normal Police received a call from a Commerce Bank employee stating that a customer was possibly intoxicated and had gotten into their vehicle. Upon arrival, the officer noted that the vehicle was standing in the middle of the road across both lanes of traffic. The driver of the vehicle claimed that he had not been drinking nor had taken any medication other than his prescribed methadone. The suspect also had claimed to have been in an accident just two days prior. Due to the circumstances, the officer asked the driver to step into the back of his vehicle and wait for the local fire department to evaluate him. Once medical personnel arrived, the suspect declined treatment and was asked to perform a field sobriety test (FST). During the horizontal gaze nystagmus test, the suspect had equal pupil size and displayed no signs of nystagmus. He further displayed equal tracking in both eyes. For the walk-and-turn test, the suspect was unable to maintain his balance while being instructed, did not touch heel-to-toe as instructed, and stepped off the line on every step. For the one leg stand test, the suspect swayed while balancing and he did not attempt to raise his foot on the ground. Following the FST, the suspect again denied having consumed alcohol or any drug. He was subsequently arrested for driving under the influence of an intoxicant (DUI). The police did not offer a breathalyzer and instead opted to take the suspect to Carle BroMenn Medical Center for a blood sample to which the suspect willingly complied.
