Around 4:15 PM on March 5, 2025, Officers Brandon Beal and Christian Albanese with the Westfield Police Department initially responded to a report of a male subject sitting in a red 2007 Toyota Camry who had allegedly exposed himself to members of the public. Giovanni Montoya, a Parking Enforcement Officer with Westfield, had told the officers that he witnessed a male subject sitting inside his vehicle in the area of 108 Quimby Street who was pleasuring himself for several minutes. He even observed the subject ejaculate and wipe himself with multiple tissues while looking directly at a group of middle-school-aged juvenile females. Following his actions, he drove away from the scene. Officers Beal and Albanese located a male subject matching the caller’s description, and they made contact with him. The subject, later identified as Givi Khomeriki, was asked to exit the vehicle and sit down on the sidewalk nearby as they investigated what happened. Sergeant Richard Gill and Officers Picciano, Perconte, and Taha also arrived shortly afterwards to assist with the investigation. The male seemed to have a language barrier, and his native language was Georgian. The officers attempted to communicate with Givi using a mobile translation application. Using the Language Line translation service, the officers eventually got in touch with a translator who speaks Georgian and they advised the subject of his rights. He denied the allegations against him and told the officers that he drives for Uber Eats while living inside his vehicle. The Parking Enforcement Officer arrived on scene and positively identified Givi’s vehicle as well as Givi as the individual who was observed pleasuring himself on Quimby Street. Based on the witness statements, the officers concluded that Givi had committed a crime and placed him under arrest. A search of his vehicle incident to arrest yielded the presence of multiple tissues that seemed to be covered in semen, and they were placed in evidence bags and transported to the station. Officer Beal transported Givi to the Westfield Police Department for further processing. After Givi was processed, he was released pending his court appearance in the Union County Superior Court on April 17, 2025. Sergeant Gill issued Givi a summons for Lewdness (victim less than 13 years of age) pursuant to 2C:14-4B(1). Court records indicate that Givi was later charged with allegedly shoplifting (2C:20-11B(1)) in Linden, New Jersey on September 4, 2025. ------------------------------------------------ Please LIKE, SUBSCRIBE, and consider supporting this channel (email us for more information). (P.L. 2024, c.16). Defendants are considered innocent until proven guilty. The New Jersey Supreme Court has previously affirmed in Salzano v. North Jersey Media Group, 993 A.2d 778 (2010) that “The fair-report privilege reflects the judgment that the need, in a self-governing society, for free-flowing information about matters of public interest outweighs concerns over the uncompensated injury to a person's reputation.” This video advances a compelling public interest. The summary of events was based on records that are “open to public view through open access to public records” as defined in the Salzano case. In Ramos v. Flowers, 429 N.J. Super. 13, the Appellate Division of the Superior Court has also affirmed the right to film law enforcement interactions.
