FENNIMORE, WI - On March 14th, 2020 at 3:30AM, an officer with the Fennimore Police Department pulled a vehicle over with both the passenger side taillight and brake light inoperable. While speaking with the suspect, the officer confiscated a bag of marijuana that could be seen from outside the vehicle. During the investigation, the officer observed that the suspect struggled with finding registration for the vehicle, but did eventually find the correct paperwork. After confirming the identification of the suspect, the officer asked him to step of out the vehicle to ensure he was safe to be driving to which he complied. Once outside of the vehicle, the suspect agreed with the officer that his passenger side taillight was in fact not operating correctly. During the field sobriety test, the officer observed that the suspect was unable to follow the tip of the his finger smoothly and at one point lost track of his finger during the horizontal gaze nystagmus test. Before the walk-and-turn test, the suspect stated that he did not believe that the tests were necessary, but told the officer to continue. While getting into the starting position, the suspect initially started walking instead of remaining in place. Once back in position, the suspect was observed having difficulties balancing. The suspect then failed to count out loud, pivoted on one foot without taking small steps with the other, and missed heel-to-toe contact on more than one step. The suspect then performed the one leg stand test where he had difficulties counting properly and extended his arms for balance. During the lack of convergence test, the suspect struggled to smoothly track the officer's finger both when spiraling and at convergence with his nose. The suspect was observed having eye tremors during the Romberg test, estimated the passage of 30 seconds in 20 seconds, and had to be reinstructed to tilt his head back. Upon the completion of the field sobriety test, the suspect was arrested for operating while intoxicated (OWI) for drugs. In the search of the suspect's vehicle, the officer discovered that the suspect had more marijuana in the center console of his vehicle. On January 24th, 2021 at 5:55AM, a deputy with the Grant County Sheriff's Office responded to a call regarding a vehicle stuck in a snow bank at a school. Upon arrival, the suspect claimed that he had hit a deer and pulled into the parking lot to inspect damage. Throughout the investigation, the suspect continued to make inconsistent statements and eventually refused to participate in a field sobriety test. The suspect was then arrested for OWI – 2nd offense, and transported to Grant Regional Hospital for a blood draw.
