Around 9:20 PM on March 18, 2023, Sergeant Kevin O’Donnell of the Highlands Police Department observed a 2009 Toyota Camry driving erratically and failing to stay in the same lane on Route 36 Northbound. After he stopped the vehicle, he went to speak with the driver, later identified as 31-year-old Jaclyn Coyle. The driver’s speech seemed slurred and she exhibited signs of impairment. Patrolman Alvator and Patrolman Hartsgrove arrived at the scene shortly afterwards to assist with the traffic stop. Patrolman Alvator asked Jaclyn to exit the vehicle and offered her an opportunity to perform field sobriety exercises. Jaclyn initially denied consuming any alcohol, but nonetheless agreed to perform the field sobriety exercises. The first exercise was the recitation of the English alphabet from A to Z, which she successfully completed. The second exercise involved the One Leg Stand test, and Jaclyn was unable to maintain her position on one leg for a satisfactory period of time. The third exercise involved the Walk and Turn test, and Jaclyn could not walk in a straight line while she continued to sway her arms for balance. Based on her erratic driving patterns and her inability to adequately perform most of the field sobriety exercises, Patrolman Alvator placed Jaclyn under arrest for driving under the influence. After she was placed under arrest, all 3 officers searched her vehicle and they found multiple containers of fireball. She was transported to Highlands Police Headquarters in Highlands, New Jersey. Patrolman Alvator read her the Miranda rights as well as the Standard Statement for Motor Vehicle Operators. Jaclyn agreed to provide breath samples after the statements were read to her. Jaclyn’s Alcotest results showed a BAC of 0.20%, which is more than double the legal limit. After Jaclyn was processed, she was released with the following summonses: Operating under the influence, reckless driving, and traffic on marked lanes --------------------------------------------------------------- Please LIKE, SUBSCRIBE, and consider supporting this channel (email us for more information). Our content is educational and in compliance with YouTube's Fair Use Policy because we edit several long clips into a concise story. This is similar to other law enforcement channels on YouTube. All videos and case documents were obtained pursuant to the New Jersey Open Public Records Act, N.J.S.A. 47:1A-1 et seq. (P.L. 2001, c. 404). Defendants are considered innocent until proven guilty. The New Jersey Supreme Court has previously affirmed in Salzano v. North Jersey Media Group, 993 A.2d 778 (2010) that “The fair-report privilege reflects the judgment that the need, in a self-governing society, for free-flowing information about matters of public interest outweighs concerns over the uncompensated injury to a person's reputation.” This video advances a compelling public interest. The summary of events was based on records that are “open to public view through open access to public records” as defined in the Salzano case. In Ramos v. Flowers, 429 N.J. Super. 13, the Appellate Division of the Superior Court has also affirmed the right to film law enforcement interactions.
