In September 2025, Whitehall Police Department officers, working alongside Homeland Security Investigations, set up a sting operation to catch a fraud courier in the act. An elderly Ohio woman had been targeted in a sophisticated government impersonation scheme — told by scammers posing as Federal Trade Commission officials that her bank account had been compromised and that she needed to hand over her cash to a "courier." She had already lost $20,000 in a prior transaction. This time, investigators were ready. In this video, we break down the full bodycam footage using our standard legal and tactical framework — analyzing the arrest procedure, the Fourth and Fifth Amendment implications, the role of the Uber driver, and the victim interview conducted by Detective Kebinsky. We also examine the phone seizure and the correct application of Riley v. California, and assess likely charges under Ohio law. LEGAL CITATIONS IN THIS VIDEO: — United States v. Watson (1976) — Terry v. Ohio (1968) — Riley v. California (2014) — Miranda v. Arizona (1966) — Graham v. Connor (1989) — Ohio Revised Code § 2913.02, § 5101.61, § 2913.51 This channel does not provide legal advice. All analysis is for educational and informational purposes.
