It really helps us do original reporting like this. 🔍 Episode Overview: On September 6, 2025, around 10:32 PM, two Denville Township officers, Vincent Fischer and Kevin Pisano, sat at a red light. It was at the corner of Route 46 East and Route 53 South. They ran a quick check on a white 2021 Acura's license plate. The car had no valid registration. The officers pulled it over. The driver stopped on Route 53, just south of the Route 80 overpass. The driver turned out to be Toshiba Foster. She was a Democrat and a councilwoman in Morristown. As the officers talked to her, they smelled alcohol. They also saw signs she might be impaired. Toshiba said she was driving home from a friend's place. The officers asked her to step out. They wanted her to do some sobriety tests. First came the Horizontal Gaze Nystagmus test. Next was the Walk and Turn. Toshiba missed touching heel to toe. She took the wrong number of steps. Her turn was off too. Then she tried the One Leg Stand. She didn't lift her foot right. Her arms swung out instead of staying down. The smell of booze, her shaky signs, and the failed tests led to her arrest. She faced charges for driving under the influence. A search of the car turned up several sealed bottles of Prosecco wine. They impounded the Acura for 12 hours under John's Law. Officers took Toshiba to the Denville station for more steps. There, they read her the standard statement for drivers. She agreed to give breath samples. The Alcotest showed 0.20% blood alcohol. That was twice the 0.08% limit. Once done, they let her go to her daughter. She waited for court. Officer Fischer gave her these tickets: operating under the influence (39:4-50), reckless driving (39:4-96), careless driving (39:4-97), and driving an unregistered vehicle (39:3-4). Records show Toshiba had assault charges before, at least three times. On May 18, 1993, she got hit with harassment (2C:33-4A) and simple assault (2C:12-1A(1)). The charges dropped when the victim didn't show up. In January 1994, the same charges came back: harassment and simple assault. On April 4, she pled not guilty but lost. The judge fined her $68 and gave her 180 days in jail. Later, on November 21, 2001, another simple assault charge (2C:12-1A) hit her. By January 18, 2002, she was found not guilty. Beyond the assaults, her last big traffic ticket was for using a phone while driving (39:4-97.3) on October 31, 2017, in Morristown. The case moved from Morristown court to Madison's, then to Morris Plains. She pled guilty and paid $233. Over 20 years, she's racked up plenty of parking tickets in Morristown too. 13:19 I thought she was gonna take off If you enjoyed this BodyCamBust video.
