VANDALIA, OH - On April 9th, 2022 at 12:16AM, an officer for the Vandalia Division of Police responded to a call regarding a driver unable to maintain their lane of travel. As soon as the officer got behind the vehicle, the car pulled into the first available driveway. After the suspect attempted several times to park their vehicle, the officer then approached the car on the driver's side. Upon making contact with the suspect, the officer observed her slurring her words. When asked if the suspect had anything to drink, she denied doing so. After confirming the suspect's identity, the officer then asked her to perform tests to which she agreed. Before starting the field sobriety test, the suspect claimed that she had "two stigmatisms" in her eyes. During the horizontal gaze nystagmus test, the officer observed the suspect to have lack of smooth pursuit, distinct and sustained nystagmus at maximum deviation, and the onset of nystagmus prior to 45 degrees. The officer had to remind the suspect to keep her head still while performing the test. Before performing the walk-and-turn test, the suspect was asked if she had any problems walking to which she claimed that she blew up her hand in July. During the test, the suspect did not touch heel-to-toe on any steps, did not perform the turn as instructed, did not count out loud, and took 11 steps forward then 12 steps back. After being instructed on how to perform the one leg stand, the suspect raised her foot over six inches, failed to maintain balance, and never counted out loud even when being told to do so during testing. The suspect was then placed in the officer's cruiser and arrested shortly thereafter for operating a vehicle under the influence, or OVI. The suspect was then transported to Vandalia Police station to submit an evidentiary breath alcohol sample. After providing a breath alcohol sample, the suspect was formally charged with operating a vehicle after underage alcohol consumption, or OVUAC, due to her being only 20 years old. The suspect was then later given a ride home from her brother-in-law after asking for her possessions back from her vehicle that had already been towed.
