Around 1:51 AM December 9, 2023, officers with the Lakewood Police Department were dispatched to a report of a driver asleep behind the wheel of a drive thru at the Taco Bell located at 15500 Detroit Avenue. By the time they arrived, the vehicle was gone. Officers continued searching for a vehicle matching this description, but they initially did not find any vehicles matching the description. Later that evening around 2:16 AM, officers were once again dispatched to the same Taco Bell with a report of a female driver passed out behind the wheel. Officer Daniel Cooper located a white 2021 Chevy Traverse matching the witness description in the parking lot of the same Taco Bell. Officer Cooper made contact with the driver and noticed that she was slumped over the steering wheel. The driver, later identified as Meagen, seemed incoherent. Since he detected the odor of alcohol, he asked Meagen if she had been drinking. Meagen admitted to consuming alcohol before operating a motor vehicle. Around this time, two other officers arrived on scene to assist and Meagen was offered an opportunity to perform field sobriety exercises. The first field sobriety exercise involved the Horizontal Gaze Nystagmus (HGN) test. During the HGN test, Officer Cooper observed the lack of smooth pursuit, distinct and sustained nystagmus at maximum deviation, and the onset of nystagmus prior to 45 degrees. The second exercise was the Walk and Turn test, and Meagen failed to touch heel-to-toe on each step and turned incorrectly. The final exercise was the One Leg Stand test. During the One Leg Stand test, Meagen swayed while balancing and put her foot down. Based on the witness report, the odor of alcohol, her indicators of impairment and her inability to complete the field sobriety tests, Meagen was placed under arrest for operating a vehicle impaired (OVI). After Meagen was placed under arrest, she was searched by Officer Johnson and her vehicle was towed. Officer Cooper transported Meagen to the jail for further processing. Before she was taken inside, Officer Cooper was able to call her aunt, who agreed to pick up Meagen after they released her. While they were waiting to escort her into the jail, Meagen told Officer Cooper that she had 2 sisters who had also gotten DUIs. Meagen agreed to submit breath samples for testing after the BMV 2255 form was read to her.
