Around 8:53 PM on May 5, 2024, Sergeant Dominic Kaiser with the Hanover Township Police Department was dispatched to 97 Parsippany Road on a report of an overturned motor vehicle that had struck 2 utility poles. He arrived on scene and noticed that a gray 2023 Kia Forte had split 2 JCP&L poles before overturning. The driver of the Kia, later identified as Anne Liopmanis, was seated on the front porch of the home in front of the utility pole. Sergeant Kaiser first made contact with Anne, and Patrolman Megan Prager arrived on scene to assist shortly afterwards. Anne told Patrolwoman Prager that she was headed to Livingston to meet her Tinder date. She claimed that she crashed while she was texting, and that she was driving about 45 MPH. When Patrolwoman Prager asked her if she had anything to drink, she admitted to consuming tequila earlier that day. She even admitted to smoking weed earlier that day. Based on their suspicion of impairment, Anne was asked to perform field sobriety exercises. The first exercise was the Horizontal Gaze Nystagmus (HGN) test. The second exercise was the Walk and Turn test. During the Walk and Turn test, Anne failed to touch heel-to-toe on each step, took an incorrect number of steps, and turned improperly. The final exercise was the One Leg Stand test. During the One Leg Stand test, Anne failed to raise her foot in the proper fashion and put her foot down multiple times before the test was complete. Based on the motor vehicle crash, her admission to consuming alcohol earlier that day, and her inability to satisfactorily complete the field sobriety exercises, Anne was placed under arrest for DWI. Her vehicle was impounded for a 12-hour hold according to John’s Law. While she initially refused any medical attention from the first responders on scene, it was later determined that she would be transported to the hospital for a blood draw under a McNeely warrant. Patrolman Brian Morrisroe contacted APA Lajuan Tucker with the MCPO, and they got in touch with Judge Vincent Pirone. The warrant was granted by the Judge, and the blood draw was administered at 10:58 PM. After the blood draw was complete, Anne’s boyfriend Jeremy arrived at the hospital to take responsibility for her. Jeremy signed the Potential Liability Warning form on Anne’s behalf, and Anne was subsequently released pending her court appearance. Anne's blood test results later indicated a BAC level of 0.104%, which was above the legal limit of 0.08%. Patrolman Morrisroe issued Anne the following citations: -Operating under the influence -Reckless driving -Careless driving -Traffic on marked lanes (39:4-88) -Obstructing passage of other vehicles (39:4-67) -Use of hand-held wireless telephones (39:4-97.3) -Delaying traffic (39:4-56) On June 28, 2024, Anne pleaded guilty to operating under the influence. As a result of her convictions, Anne had to spend 12 hours at an intoxicated driver resource center, use an ignition interlock device for 3 months, and pay a total of $640 in fines. The other 6 citations were dismissed as part of a plea agreement. Anne has previously been arrested for drunken driving in Hampton, NJ on May 24, 2015. She was also cited for fleeing the scene of an accident involving property damage in Lebanon Township, NJ on November 15, 2020. ---------------------------------------------- Please LIKE, SUBSCRIBE, and consider supporting this channel (email us for more information). (P.L. 2001, c. 404). Defendants are considered innocent until proven guilty. The New Jersey Supreme Court has previously affirmed in Salzano v. North Jersey Media Group, 993 A.2d 778 (2010) that “The fair-report privilege reflects the judgment that the need, in a self-governing society, for free-flowing information about matters of public interest outweighs concerns over the uncompensated injury to a person's reputation.” This video advances a compelling public interest. The summary of events was based on records that are “open to public view through open access to public records” as defined in the Salzano case. In Ramos v. Flowers, 429 N.J. Super. 13, the Appellate Division of the Superior Court has also affirmed the right to film law enforcement interactions.
