Around 8:12 PM on September 18, 2024, Patrolman Devon Boyle with the Barnegat Township Police Department first responded to the Barnegat Motel located at 115 S Main Street on a report of a disturbance. Patrolman Boyle arrived on scene and was informed that an unknown female had punched her in the face. She told the officer that attempted to make contact with whomever was staying in room 11 due to a noise complaint, but the female punched her in the face and fled the scene. The officers made contact with Anthony Giudice as well as a female friend who was staying with him, but they were unwilling to give any identifying information. A while later, the officers were advised that the suspect was back at the motel and that she was banging on doors. He and Patrolman Duncan located the female behind the Barnegat Motel after a brief foot pursuit. The female identified herself as 19-year-old Stephanie Starr, and she advised the officers that she had an outstanding warrant. Stephanie started screaming about how her boyfriend was cheating on her with another girl. After the officers confirmed the warrant, she was handcuffed and placed inside the patrol car. Since she slipped her cuffs, the officers made the decision to zip tie her hands. She started screaming hysterically while being restrained. Patrolman Boyle initially transported Stephanie to the neighboring Stafford Township Police Department where she could be searched by a female dispatcher. After she was searched, she kicked an officer as they attempted to place her back inside the patrol car. She was then transported to the Barnegat Township Police Department for further processing. After she was photographed and fingerprinted at the station, she was eventually transported to the Ocean County Jail due to her outstanding warrant. She was issued the following summonses: -Disorderly conduct (2C:33-2A(1)) -Obstruction (2C:29-1A) Court records indicate that on December 11, 2024, the Obstruction charge under 2C:29-1A was downgraded to a noise ordinance violation under Local Ordinance 60-1 and she was fined $133. The other charge of disorderly conduct was dismissed according to a plea agreement. Stephanie has previously been arrested on the following occasions: -Disorderly conduct in Hazlet Township, NJ on May 8, 2025 -Disorderly conduct in Hazlet Township, NJ on February 4, 2025 -Disorderly conduct in Hazlet Township, NJ on July 3, 2024 -Violating a domestic violence restraining order in Barnegat Township, NJ on May 23, 2024 -Driving while intoxicated in Barnegat Township, NJ on March 26, 2024 -Driving while intoxicated in Marlboro Township, NJ on November 1, 2023 -Driving while intoxicated in Marlboro Township, NJ on June 17, 2023 ---------------------------------------------- Please LIKE, SUBSCRIBE, and consider supporting this channel (email us for more information). (P.L. 2024, c.16). Defendants are considered innocent until proven guilty. The New Jersey Supreme Court has previously affirmed in Salzano v. North Jersey Media Group, 993 A.2d 778 (2010) that “The fair-report privilege reflects the judgment that the need, in a self-governing society, for free-flowing information about matters of public interest outweighs concerns over the uncompensated injury to a person's reputation.” This video advances a compelling public interest. The summary of events was based on records that are “open to public view through open access to public records” as defined in the Salzano case. In Ramos v. Flowers, 429 N.J. Super. 13, the Appellate Division of the Superior Court has also affirmed the right to film law enforcement interactions.
