Around 6:10 PM on June 10, 2024, Officer Luis Vazquez with the Vineland Police Department was dispatched to the intersection of East Sherman Avenue and Hance Bridge Road on a report of a 2-vehicle collision. He was advised that the female called and stated she was pregnant. When he arrived on scene, he learned that the woman driving the 2023 Honda CR-V was 31 weeks pregnant, and she was struck by a woman driving a 2010 Nissan Maxima who was 1 month pregnant. The driver of the Nissan Maxima was identified as Chelsea Ozdemir. As he was speaking with Chelsea, he detected the odor of alcohol and observed other indicators of impairment. Based on his suspicion of impairment, Chelsea was eventually asked to perform field sobriety exercises after Officer Ryan Hayes arrived on scene to assist. Her poor performance on the field sobriety exercises confirmed Officer Vazquez’s suspicions of impairment. Based on the motor vehicle crash, the odor of alcohol, and her poor performance on the field sobriety exercises, Chelsea was placed under arrest for DWI. The other woman who was 31 weeks pregnant was transported to the hospital for further evaluation. A search of her vehicle incident to arrest yielded an open container of Corona Light. Her vehicle was impounded for a 12-hour hold according to John’s Law. After searching her car, Officer Vazquez transported Chelsea to the Vineland Police Department for further processing. At the station, the Standard Statement for Motor Vehicle Operators was read to her, but she refused to submit breath samples. After the officers finished processing her, Chelsea was released to her boyfriend Bryan Dawson after he signed the Potential Liability Warning form on Chelsea’s behalf. Officer Vazquez issued Chelsea the following traffic tickets: -Operating under the influence (39:4-50) -Refusal to submit to chemical test (39:4-50.4A) -Reckless driving (39:4-96) -Disregarding a stop sign (39:4-144) -Traffic on marked lanes – unsafe lane change (39:4-88B) -Driving without a license (39:3-10) -Driving with a suspended license (39:3-40) -Uninsured motor vehicle (39:6B-2) -Open container (39:4-51B) She was criminally charged with Assault by Auto – Reckless Serious Bodily Injury (2C:12-1C(1)) because the victim was 31 weeks pregnant and had to be taken to the hospital as a result of the crash. Since she slipped her handcuffs at the station, she was given an additional criminal charge of escape from detention (2C:29-5A). On December 16, 2025, Chelsea pleaded guilty to a lesser charge of obstruction (2C:29-1A) for her criminal case. On January 30, 2026, she was given a non-custodial sentence along with a total of $125 in fines. As far as her traffic citations, Chelsea was found guilty of operating under the influence. As a result of her DWI conviction, Chelsea had to spend 48 hours at an intoxicated driver resource center, use an ignition interlock device for 2 years, and pay a total of $890 in fines. Chelsea’s prior arrests include the following: -Possession (2C:35-10A(4)) and operation of a motor vehicle while in possession (39:4-49.1) in Millville, NJ on February 9, 2019 -Disorderly conduct (2C:33-2B) in Ocean City, NJ on July 13, 2019 -Driving while impaired (39:4-50) in Millville, NJ on September 12, 2020 ---------------------------------------------- Please LIKE, SUBSCRIBE, and consider supporting this channel (email us for more information). (P.L. 2001, c. 404). Defendants are considered innocent until proven guilty. The New Jersey Supreme Court has previously affirmed in Salzano v. North Jersey Media Group, 993 A.2d 778 (2010) that “The fair-report privilege reflects the judgment that the need, in a self-governing society, for free-flowing information about matters of public interest outweighs concerns over the uncompensated injury to a person's reputation.” This video advances a compelling public interest. The summary of events was based on records that are “open to public view through open access to public records” as defined in the Salzano case. In Ramos v. Flowers, 429 N.J. Super. 13, the Appellate Division of the Superior Court has also affirmed the right to film law enforcement interactions.
