#news #police #arrest #cops Offenses: DUI - Adult beverages - Less Safe Report: On 10/30/2021, Around 11:31 PM, officer was dispatched in reference to a suspicious person. The caller informed dispatch that someone was crying at her front door and that she could see a light-colored SUV parked in her yard. Upon arrival, officer observed a silver Kia Sportage that was parked on the driveway of the home just off of the roadway with the brake lights on. I made contact with the driver who was later identified as Monique Richmond. Richmond stepped out of the vehicle and the key to the vehicle fell out of her lap, along with a cord that was connected to her vehicle. As Richmond stepped out, she began to stumble backward towards the road. I asked Richmond, who was crying if she lived at this location. She answered she did not and that she had a flat tire. Richmond then began to walk around the vehicle and almost tripped. I then asked her where she was headed to, she stated nowhere she just wanted to get her tire fixed. She once again stated that one of her tires was flat. I asked her which tire was flat and how long had she been sitting at this location and she stated that it was not long. I asked Richmond how she had got to this location and she did not answer. I asked her how much did she have to drink, and she stated not much. She stated then stated she only had a couple of drinks. Richmond then attempted to get her dog out of the vehicle and I informed her to leave him inside. She then stated she has never had a flat tire. I asked her if that's why she had parked there and she answered yes. I asked her where she was headed to, and she stated she had no destination. I asked her again if she had only been there for a couple of minutes and she stated yes. I asked her again how much she had to drink. She informed her family had only given her a "fruity drink." I asked her what kind of "fruity drink" it was, and she turned towards the house where she was parked at and stated she did not know those people. I then asked her if she would consent to do a standardized field sobriety test to make sure she was safe to drive. She Informed me she did not because she was not driving. As I spoke to Richmond, I could smell the odor of an alcoholic beverage emitting from her breath, noticed she had a slow rate of speech. I then asked her why was she driving intoxicated and she stated that she was not intoxicated. I informed her that she had red eyes, stumbled out of the vehicle when she stepped out, had 2 flat tires when she thought she only had one. Richmond then began to state she was not a bad person. I informed her that I was sure she was not a bad person, but only made some bad decisions and she nodded her head and said yes. Richmond continued to talk about her tires and how she had insurance. I asked her again if she wanted to do a standardized field sobriety test, and she stated no. we had received a call from her friend earlier who informed us that Richmond was intoxicated and had driven off. she nodded her head again and said right. I asked Richmond if she had driven away from Lebruna, got the flat tires, and parked at this location, and she stated yes. Due to Richmond admitting to drinking, and parking the vehicle at this location, she was placed under arrest (DL/BB) Richmond was then transported to the Clarke County Jail and turned over to CCSO. Earlier in the night around 10:54 PM, Lebruna called 911 and informed me that Richmond was intoxicated on scene and wanted to drive off. I responded to this call, but when I arrived Richmond was already gone. I met Lebruna, and she informed me that they both were at a "function", went back home. Once they got there, Richmond, who was intoxicated wanted to drive away so Lebruna took her keys away. Lebruna stated she took her keys away so Richmond would not drive away intoxicated, but Richmond had a spare key and drove off before my arrival.
