On April 22, 2024 (7:37 AM), Whitefish Bay PD responds after a Jeep backs onto a neighbor’s front porch. Officers contact the driver, Kim Marie Stevens, who says the brakes failed. Officer Jesse Barkow notes odor of alcohol and begins standardized Field Sobriety Tests with Officer Adam Warsh assisting: HGN: Lack of smooth pursuit, distinct/sustained nystagmus at max deviation, onset prior to 45°. No vertical nystagmus observed. Walk-and-Turn: Missed heel-to-toe; incorrect step count. One-Leg Stand: Didn’t raise foot properly; put foot down multiple times. Based on the crash, odor of alcohol, and FST indicators, Kim is arrested for OWI and transported to Whitefish Bay Police Department. At the station, after the Informing the Accused (WI Implied Consent) is read, she refuses breath samples → Notice of Intent to Revoke Operating Privilege is issued. She is Mirandized, declines to answer questions, then is released to her daughter after processing. Citations issued: Operating While Under the Influence – 1st Offense (Wis.
