Her SECOND OVI Arrest: https://www.youtube.com/watch?v=AE3H4h_mGJ4 At 10:54 PM on July 13, 2023, Officer Devin Fowler with the Bellefontaine Police Department responded to a report of a potentially intoxicated driver who had left the Village Pantry in a Honda. He made contact with the suspect in a parking lot near the intersection of N Detroit Street and W Watson Way. After he made made contact with the driver and her passenger, he noticed signs of impairment. While the driver did not have any identification, she told the officer that her name was Jade Irwin. Based on his suspicion of impairment, the Officer Fowler offered Jade an opportunity to participate in field sobriety exercises. The first field sobriety exercise involved the Horizontal Gaze Nystagmus (HGN) test, and he observed the lack of smooth pursuit, distinct and sustained nystagmus at maximum deviation, and the onset of nystagmus prior to 45 degrees. He did not observe any vertical gaze nystagmus (VGN). Afterwards, he asked her to perform the One Leg Stand test, but she claimed that she was unable to complete it. The final test was the modified Romberg test, where she was asked to estimate the passage of 30 seconds, but Officer Fowler had to stop this test after 90 seconds. Based on the witness report, her indicators of impairment, and her inability to complete the field sobriety tests, the officer concluded that Jade was impaired. Jade was placed under arrest for operating a vehicle impaired (OVI) and transported to the Logan County Jail for further processing. At the jail, he read Jade BMV form 2255, but she refused to submit a urine sample for testing. As a result of her refusal, she was informed that her license would be suspended for 365 days or until the BMV reinstated her license. Jade would go on to be arrested again for OVI only 2 days later, despite her license suspension. Court records for this particular case indicate that Jade was found guilty in September of 2023 and given a suspended jail sentence of 30 days.
