Around 11:04 PM on March 25, 2023, Officer Anthony Papa of the Westlake Police Department was advised of a van driving eastbound in the westbound lanes of Interstate 90. Officer Papa, assisted by Officer Douglas Cairns, eventually located the suspect vehicle westbound near Dover Center Road, and he stopped the vehicle in the left shoulder (facing the wrong way). As the officer attempted to turn around, the driver turned into the middle of the highway and stopped in the right shoulder in the correct direction. As the officers approached the vehicle, the driver, 37-year-old Caitlin Chiou, appeared disoriented and incoherent. Caitlin was asked to exit the vehicle and Officers Posante and Bullins also arrived on scene to assist. Officer Papa asked her how much she had to drink, and she responded by admitting to consuming 4 drinks. When he asked her where she was coming from, she told Officer Papa that she was at a gala at Magnificat High School, a Catholic all-girls preparatory high school in Rocky River, Ohio. Based on his suspicion of impairment as she was operating a motor vehicle, Officer Papa afforded Caitlin an opportunity to perform standardized field sobriety exercises, and she agreed to do so. The first field sobriety exercise was the Horizontal Gaze Nystagmus (HGN) test. During this test, Officer Papa observed a lack of smooth pursuit, distinct and sustained nystagmus at maximum deviation, and the onset of nystagmus prior to 45 degrees in both eyes. The second exercise involved the Walk and Turn test. During the Walk and Turn test, Caitlin did not touch heel-to-toe on any steps, stepped off the line multiple times, and lost her balance during the turn. Since Caitlin was unable to maintain her balance during the Walk and Turn test, the officer decided to not administer the One Leg Stand test out of concern for her safety. Based on her erratic driving and her inability to adequately perform the field sobriety exercises, Officer Papa placed Caitlin under arrest for Operating a Vehicle Impaired (OVI). After she was placed under arrest, Officer Papa searched her vehicle and Officer Cairns informed her of her Miranda Rights. Caitlin was subsequently transported her to the Westlake Police Department for processing. Once she was at the station, Officer Papa read her the BMV/2255 form and she agreed to submit to chemical testing. He questioned her further and she admitted that she had consumed multiple glasses of Cabernet and did not realize how impaired she was before driving. Her test results indicated a BAC of 0.249%, which is over triple the legal limit. After she was processed at the station, she was released to her brother-in-law on a Personal Recognizance Bond along with a court date to appear in the Rocky River Municipal Court on March 28, 2023. She was issued the following citations: OVI (4511.19A1A/4511.19A1h) and one-way highway (4511.32) ----------------------------------------------------------------------------------------- Please LIKE, SUBSCRIBE, and consider supporting this channel (email us for more information).
