The following report is in summary of the traffic arrest of Christopher BROWN: On 07/15/2023 at approximately 1711 I, Officer Jaquez, while on patrol, observed a White with Blue racing stripes sedan, traveling northbound on Waukegan Road. An SOS/LEADS query of the registration revealed it to belong to a 2003 Blue Ford and did not match the vehicle I was observing. In the area of Waukegan Road and Gage Lane, I activated my overhead emergency lights and siren to conduct a traffic stop on a White Dodge Magnum. The driver, later to be identified as Christopher L. BROWN, continued driving before coming to a stop at Carroll Road and Symphony Street. Upon approaching the vehicle, I made contact with the driver BROWN the sole occupant of the vehicle. BROWN is unable to provide his Driver’s license and proof of insurance for the vehicle. I requested BROWN’s full name, date of birth, and current address on his driver's license in order to have dispatch attempt to identify BROWN. Dispatch was unable to locate any driving record for BROWN. I advised BROWN that there was no record of his driver’s license and that I needed all the information in order to identify him. BROWN continued to provide his name without a middle initial and a Chicago, IL address. Eventually, Dispatch found a driving record that belonged to “Christopher L BROWN. A LEADS/SOS check of BROWN’ driver’s license revealed it to be suspended. BROWN was asked to be honest about his middle name and when asked if his middle initial was “L”, he denied it. BROWN was asked to step out of the vehicle and did so without incident. Once at the rear of her vehicle, I advised BROWN he was being placed under arrest for operating a vehicle while his license is suspended. BROWN was secured in handcuffs that were checked for proper fit and double locked. A search of BROWN’ person was conducted, in front of police squad #5's forward-facing camera, and no contraband was recovered. BROWN was placed in the rear of my police vehicle #5 and secured in a safety belt. BROWN’ vehicle was towed and removed from the scene by Ernie’s Towing. BROWN was transported to the Lake Forest PSB (Public Safety Building, 255 E Deerpath Rd. Lake Forest, IL 60045) where the handcuffs were removed without incident or complaint and his person was searched again with no contraband recovered. BROWN was processed, fingerprinted, and photographed and issued the following citations: T1056612 625 ILCS 5/3-703 – Improper Use of Registration T1056613 625 ILCS 5/3-701(1) – No Valid Registration T1056614 625 ILCS 5/3-707(a) – Operating Uninsured Motor Vehicle NT224818 720 ILCS 5/31-4.5(a) – Obstructing Identification ASA Mary DALY, approved the following charge and BROWN was issued the following citation: T1056611 625 ILCS 5/6-303(d-2) – Driving while driver’s license is revoked, 3rd. BROWN was placed into lock-up cell #2 and awaited bond court for the following morning. ✅ This video was obtained through Public Records Requests.
