Around 2:07 AM on April 29, 2025, Patrolman Anthony Arancio with the Asbury Park Police Department observed a blue 2011 Hyundai Sonata improperly pass another vehicle at the intersection of Fourth Avenue and Memorial Drive. He activated his emergency lights to initiate a traffic stop and the driver pulled over on Memorial Drive in the vicinity of Third Avenue. He exited his patrol car and made contact with the driver, who was identified as Caitlin Nolan. Caitlin told the officer that she was coming from the Jon Stewart show at Georgies and heading back home. She also handed the officer a PBA card that was given to her by her neighbor. As he was speaking with Caitlin, Patrolman Arancio detected the odor of alcohol and observed other indicators of impairment. Caitlin admitted to consuming alcohol earlier that evening. Based on his suspicion of impairment, Caitlin was asked to exit the vehicle and perform field sobriety exercises after Patrolman Kevin Rodriguez arrived on scene to assist. The first exercise was the Horizontal Gaze Nystagmus (HGN) test. During the HGN test, Patrolman Arancio observed the lack of smooth pursuit, distinct and sustained nystagmus at maximum deviation, and the onset of nystagmus prior to 45 degrees. The second exercise was the Walk and Turn test. During the Walk and Turn test, Caitlin failed to touch heel-to-toe on each step and turned improperly. The final exercise was the One Leg Stand test. During the One Leg Stand test, Caitlin failed to raise her foot in the proper fashion and put her foot down multiple times before the test was complete. Based on her erratic driving, the odor of alcohol, her admission to consuming alcohol earlier that evening, and her inability to satisfactorily perform the field sobriety exercises, Caitlin was placed under arrest for operating under the influence. Her vehicle was towed for a mandatory 12-hour hold under John's Law. Caitlin was transported by Patrolman Rodriguez to the Asbury Park Police Department for further processing. At the station, the Standard Statement for Motor Vehicle Operators was read to her, and she agreed to submit breath samples. Her Alcotest results indicated a BAC level of 0.160%, which was double the legal limit of 0.08%. She was eventually released to her father Ricardo Machodasilva after he signed the Potential Liability Warning form on Caitlin's behalf. Patrolman Arancio issued Caitlin the following citations: -Operating under the influence (39:-50) -Reckless driving (39:4-96) -Careless driving (39:4-97) -Improper passing (39:4-85) -Traffic on marked lanes (39:4-88) -Driving with an expired license (39:3-10A) -Consuming alcohol in a motor vehicle (39:4-51A) -Open container (39:4-51B) Court records indicate that on March 6, 2026, Caitlin pleaded guilty to operating under the influence. As a result of her conviction, she had to use an ignition interlock device for 3 months, spend 12 hours at an intoxicated driver resource center, and pay a total of $640 in fines. The other 7 citations were dismissed as part of a plea agreement. ---------------------------------------------- Please LIKE, SUBSCRIBE, and consider supporting this channel (email us for more information). (P.L. 2001, c. 404). Defendants are considered innocent until proven guilty. The New Jersey Supreme Court has previously affirmed in Salzano v. North Jersey Media Group, 993 A.2d 778 (2010) that “The fair-report privilege reflects the judgment that the need, in a self-governing society, for free-flowing information about matters of public interest outweighs concerns over the uncompensated injury to a person's reputation.” This video advances a compelling public interest. The summary of events was based on records that are “open to public view through open access to public records” as defined in the Salzano case. In Ramos v. Flowers, 429 N.J. Super. 13, the Appellate Division of the Superior Court has also affirmed the right to film law enforcement interactions.
