NORMAL, IL - At 1:59AM on January 16th, 2020, a Normal Police Department Officer observed a vehicle traveling above the posted speed limit. Once the officer caught up to the vehicle, he observed the driver side tires to be crossing over the solid yellow lines in the roadway. The officer then pulled over the driver to investigate. The driver claimed he was heading home and admitted to consuming alcoholic beverages earlier in the evening. Following an eye test, the officer asked the suspect to step out of the vehicle to which he obliged. Once on the sidewalk, the suspect consented to a field sobriety test. During the horizontal gaze nystagmus test, the suspect had lack of smooth pursuit in both eyes and distinct and sustained nystagmus in both eyes at maximum deviation. For the walk-and-turn test, the suspect was unable to keep balance during instructions. The suspect also did not watch his feet as instructed while performing the exercise. During the one leg stand test, the suspect was swaying while balancing and had to be reminded to watch his raised foot. At the conclusion of the field sobriety test, the officer told the suspect that he would drive home with a warning if he blew under the Illinois legal limit to drive of .08% BrAC. The suspect agreed and blew .10% BrAC. The suspect was then placed under arrest for driving under the influence (DUI) and taken to the Normal Police Department for further processing. On the way, the suspect's phone and wallet fell off of the roof of the police cruiser. Both items were eventually located without damage.
