On September 20, 2025, at approximately 7:40 PM, Officer Kayla Stalnaker with the Pullman Police Department was parked in front of Domino’s at 845 NE Monroe Street. She observed a green 2007 Honda Pilot driving without headlights. She eventually activated her emergency lights to initiate a traffic stop, and the driver pulled over on Ne Monroe Street near the intersection with NE Colorado Street. After the driver pulled over, Officer Stalnaker made contact with the driver, who was identified as 18-year-old Anya Kachroo. As she was speaking with Anya, Officer Stalnaker detected the odor of alcohol inside the vehicle. Anya denied consuming any alcohol earlier that evening, so she was asked to exit the vehicle so that Officer Stalnaker could discern where the odor of alcohol was coming from. Based on her suspicion of impairment, she asked Anya to perform field sobriety exercises after Officer Justin Wamsley arrived on scene to assist. Officer Lambley started with the Horizontal Gaze Nystagmus (HGN) test. During the HGN test, Officer Lambley observed the lack of smooth pursuit and distinct and sustained nystagmus at maximum deviation. The second exercise was the Walk and Turn test. During the Walk and Turn test, Anya failed to touch heel-to-toe on each step, did not count each step aloud, and turned improperly. The final exercise was the One Leg Stand test, which she performed satisfactorily. Following the field sobriety exercises, Anya was offered an opportunity to submit to a PBT, and the results indicated a BAC level of 0.089%. Based on her indicators of impairment, the odor of alcohol, her inability to adequately perform all the field sobriety exercises, and the results of the PBT, Officer Stalnaker placed Anya under arrest for driving under the influence. After she was placed in handcuffs, Anya was transported to the Pullman Police Department for further processing. Officer Wamsley stayed behind until Anya’s friend Ema Morrison later arrived on scene to take possession of the vehicle after blowing 0.00% on a PBT. At the Pullman Police Department, Anya agreed to submit breath samples. Her first breath samples indicated BAC levels of 0.070 (IR) and 0.074 (EC). Her second breath samples indicated BAC levels of 0.068 (IR) and 0.071 (EC). All 4 breath samples indicated BAC levels over the limit of 0.02% for drivers under 21 years of age. Anya was charged with driving with a BAC level above 0.02% while under 21 years of age in violation of RCW 46.61.503. Officer Stalnaker returned her property, advised her of her charges, and eventually released her pending her court appearance. ---------------------------------------------- Please LIKE, SUBSCRIBE, and consider supporting our channel (email us for more information).
