On September 21, 2024 around 10:43 PM, Patrolman Kevin Marron with the Belmar Police Department heard what sounded like a loud crash in the vicinity of Belmar Boulevard and State Highway 35. As he looked ahead, he saw what appeared to be smoke. It seemed like 3 vehicles had been involved in a crash, but one of the pickup trucks sped off quickly onto Route 138 west. He was able to get behind a grey 2007 Ford with heavy front-end damage. When he activated his emergency lights to initiate a traffic stop, she pulled into the gas station in the Shell parking lot on the corner of Belmar Boulevard and Route 35 in neighboring Wall Township. He exited his patrol car and initiated contact with the driver, who was identified as Allison Barbara Laufer. Patrolman Hunter Votjko also arrived on scene around this time and made contact with Michelle Shames, a witness, who told him that Allison’s vehicle had been spinning in the roadway after colliding with a guardrail. Around the same time, Patrolman Marron started speaking with Allison, and asked her to explain what happened. Allison told him that she was headed back to her mother’s home in Toms River after attending a wedding at the Columns in Avon-by-the-Sea. As he was speaking with her, Patrolman Marron detected the odor of alcohol and observed other indicators of impairment. She admitted to drinking alcohol at the wedding earlier that evening. Based on his suspicion of impairment, Patrolman Marron asked Allison to perform field sobriety exercises. The final exercise was the One Leg Stand test. During the One Leg Stand test, Allison failed to raise her foot in the proper fashion and displayed a lack of balance. The second exercise was the Walk and Turn test. During the Walk and Turn test, Allison failed to touch heel-to-toe on each step, turned improperly, and took an incorrect number of steps. The final exercise was the Horizontal Gaze Nystagmus (HGN) test. During the HGN test, Patrolman Marron observed 5/6 indicators of impairment. Based on her motor vehicle crash, the odor of alcohol, her admission to consuming alcohol at the wedding earlier that evening, and her inability to satisfactorily perform the field sobriety exercises, Allison was placed under arrest for operating under the influence. The vehicle was impounded by for a mandatory 12-hour hold under John’s Law. Allison was transported to the Belmar Police Department for further processing. The Standard Statement for Motor Vehicle Operators was read to her, and she agreed to submit breath samples. Her Alcotest results indicated a BAC level of 0.163%, which was double the legal limit of 0.08%. Once they finished processing her, Allison was eventually released to her sister pending her court appearance after she signed the Potential Liability Warning form on Allison’s behalf. Allison was issued the following citations: -Operating under the influence (39:4-50) -Reckless driving (39:4-97) -Traffic on marked lanes (39:4-88) -Failure to install ignition interlock device (39:4-50.19) As of May 11, 2026, Allison’s case is still pending before the Lake Como Municipal Court. ------------------------------------------ Please LIKE, SUBSCRIBE, and consider supporting this channel (email us for more information). (P.L. 2024, c.16). Defendants are considered innocent until proven guilty. The New Jersey Supreme Court has previously affirmed in Salzano v. Central Jersey Media Group, 993 A.2d 778 (2010) that “The fair-report privilege reflects the judgment that the need, in a self-governing society, for free-flowing information about matters of public interest outweighs concerns over the uncompensated injury to a person's reputation.” This video advances a compelling public interest. The summary of events was based on records that are “open to public view through open access to public records” as defined in the Salzano case. In Ramos v. Flowers, 429 N.J. Super. 13, the Appellate Division of the Superior Court has also affirmed the right to film law enforcement interactions.
