On February 23, 2025, Pullman Police Officer Willis stopped a vehicle for driving with no headlights on. The 46-year-old woman behind the wheel was unlicensed. She denied consuming alcohol and told Officer Willis that she would take a breathalyzer to prove it. Officer Willis explained that it was not the department's protocol to proceed straight to a breathalyzer. Instead, he asked the woman to perform the complete battery of standardized field sobriety tests. The tests concluded with a portal breath test and the result was 0.000% BAC. However, Officer Willis felt the woman was being impaired by either cannabis or prescription medicines, so she was placed under arrest. At the Pullman Police Station, she submitted to an evidential breath test and the result was again 0.000% BAC. A Drug Recognition Expert (DRE) from the Washington State Patrol (WSP) was called in and his evaluation concluded that the woman was under the influence of cannabis. She was charged with Driving Under the Influence (DUI) and Driving Without a License. It was revealed that she had prior DUI convictions in 2007 and 2009. Court records and outcomes are not available online in Washington State.
