Around 9:44 AM on July 17, 2025, Officers Alexander Hunter and Ti-Yon Cephas were dispatched to the scene of a motor vehicle collision in the vicinity of W Almond Street and Holly Hill Terrace. They arrived on scene and made contact with the driver of a white 2008 Cadillac SRX, whi was identified as Melissa Cossaboon. It was determined that she had struck a white 2019 Nissan Rogue that was being driven on W Almond Street by 82-year-old Daphnie Massop after she went through the stop sign at Holly Hill Terrace and W Almond Street. Daphnie complained of pain, and she was transported to the hospital for further evaluation. As the officers were speaking with Melissa, they observed indicators of impairment. Melissa admitted to drinking the previous evening, but denied being under the influence at the moment. However, she would later admit to taking Valium prior to going to sleep. Based on the officers' suspicions of impairment, Melissa was asked to perform field sobriety exercises. Her poor performance on the field sobriety exercises confirmed the officers' suspicions of impairment, and she was placed under arrest for operating under the influence. Her vehicle was impounded for a mandatory 12-hour hold under John's Law. Melissa was transported by Officers Cephas and Hunter to the Vineland Police Department for further processing. At the station, the Standard Statement for Motor Vehicle Operators was read to her, and she agreed to submit breath samples. Her Alcotest results indicated a BAC level of 0.00%, so she was asked to submit to a urine sample. After the urine sample was collected and the officers finished processing her, Melissa was eventually released to her brother Joshua Cossaboon pending her court appearance after he signed the Potential Liability Warning form on Melissa's behalf. ---------------------------------------------- Please LIKE, SUBSCRIBE, and consider supporting this channel (email us for more information). This is similar to other law enforcement channels on YouTube. All videos and case documents were obtained pursuant to the New Jersey Open Public Records Act, N.J.S.A. 47:1A-1 et seq. (P.L. 2001, c. 404). Defendants are considered innocent until proven guilty. The New Jersey Supreme Court has previously affirmed in Salzano v. North Jersey Media Group, 993 A.2d 778 (2010) that “The fair-report privilege reflects the judgment that the need, in a self-governing society, for free-flowing information about matters of public interest outweighs concerns over the uncompensated injury to a person's reputation.” This video advances a compelling public interest. The summary of events was based on records that are “open to public view through open access to public records” as defined in the Salzano case. In Ramos v. Flowers, 429 N.J. Super. 13, the Appellate Division of the Superior Court has also affirmed the right to film law enforcement interactions.
