The Local Emergency Accommodation Program (LEAP) is a voluntary Portland Police Bureau program that allows community members to provide important information in advance that may help first responders during an emergency. People with disabilities, medical conditions, communication differences, sensory sensitivities, or other individual needs may respond to stressful situations in ways that can be misunderstood during an emergency.
